What exactly is a "four-level first-class hospital"? "Top three" is the golden signboard!

Recently, the Statistical Information Center of the National Health and Family Planning Commission issued the Notice of the Third Batch of Standardized Maturity Assessment Results of Regional and Hospital Information Interconnection, including the China-Japan Friendship Hospital. Eleven hospitals were awarded "Grade 4 A". This news made some netizens who knew about the third-class first-class hospital blindsided. How did a "fourth-class first-class" hospital emerge? What the hell is this?

In fact, the "Grade IV A" hospital evaluation and the well-known Grade III hospital evaluation are two completely different evaluations.

"Four A" comments on hospital informatization.

According to reports, the standardization maturity evaluation of hospital information interconnection is to comprehensively test and evaluate the hospital information platform from four aspects: data resource standardization construction, interconnection standardization construction, infrastructure construction and interconnection application effect. The hospitals participating in the evaluation need to go through six links: declaration, defense, soft test, document review, pre-trial and on-site inspection, which lasts for 10 months.

To put it bluntly, it is to evaluate the informatization level of hospitals. The purpose is to solve the problem of information islands between medical institutions and hospitals, promote the interconnection of hospital information, realize information exchange and business collaboration, and lay the foundation for the integration of medical resources and data between regions and hospitals and the effective use of big data.

In fact, "Grade Four A" is not the highest level of the evaluation, but there are no evaluation rules for Grade Five, so the highest level passed by hospitals nationwide is Grade Four at present.

Moreover, this announcement is already the third batch of hospitals. In the second batch of hospitals, five hospitals, including Peking University People’s Hospital and Shanghai Children’s Hospital, have obtained "Grade 4 A". The first batch of hospitals announced in 2014 did not talk about the rating results of the review.

It is reported that the requirement of a four-level first-class hospital is to build a relatively complete hospital information platform based on electronic medical records; Establish an independent clinical information database based on the platform; The platform realizes electronic medical record integration service, medical information inquiry and receiving service that meet the standard requirements, and basically supports the requirements of internal standardization of medical institutions; The number of connected business systems (clinical service system, medical management system and operation management system) shall not be less than 24; The number of connected external institutions shall not be less than 4.

"Top three" is the golden signboard!

And we often say that the third-class first-class hospital is the level of medical institutions classified according to the current Measures for Hospital Classification Management in China, and it is the highest level in the classification of hospitals in mainland China.

According to the classification regulations, tertiary hospitals (with more than 501 beds) are regional hospitals that provide high-level specialized medical and health services to several regions and perform higher education and scientific research tasks. Grade A: According to the scale of thousands, a score of over 900 is rated as Grade A..

It is understood that the main items of the "top three" assessment include medical service and management, medical quality and safety, technical level and efficiency.

According to the latest statistical bulletin on the development of China’s health and family planning in 2015 published by the National Health and Family Planning Commission, there are currently 2,123 tertiary hospitals in China, including 1,236 tertiary hospitals, an increase of 78 tertiary hospitals compared with 2014.

The third-level hospital accreditation bodies become hospital accreditation committees, which are divided into three levels: ministerial, provincial and prefecture (city) accreditation committees.

At present, except for dozens of hospitals entrusted by the National Health and Family Planning Commission, the ministerial-level hospital review committees are responsible for the review. At present, the brands of tertiary hospitals in various places are reviewed by the hospital review committees of provincial health and family planning commissions, while the municipal hospital review committees can only be first-class hospitals.

Compared with the "Grade Four A" hospital informatization evaluation, it is just an ordinary brand, while the Grade Three hospital evaluation is much more important. It can be said that "Grade Three A" is a golden signboard for most hospitals and the lifeline of these hospitals.

Because the "top three" is related to the charging standard of the hospital, the gathering ability of important medical resources including medical talents, and the survival and development space of the hospital.

At present, the vast majority of excellent medical resources in China are basically gathered in these top three hospitals, and patients are basically rushing to see a doctor for medical treatment, which objectively aggravates the difficulty of seeing a doctor. There are reasons for the establishment of administrative medical institutions, but there is no doubt that the evaluation of third-level hospitals also plays a significant role.
