I. Scope of application

This guide is applicable to epidemic prevention and control during the period of epidemic prevention and control in COVID-19, such as pilotage, berthing and berthing, loading and unloading, and the management and protection of pilots, dock operators, international shipping agents and other personnel, as well as the port channel management of ship navigation maintenance and third-party inspection services.

Second, the overall requirements

According to the development and changes of epidemic situation, according to the deployment requirements of legally, accurately and effectively preventing and controlling the import of overseas epidemic situation, under the unified leadership of the local government, all relevant units in the port have made precise policies and careful arrangements, made overall plans to do a good job in epidemic prevention and control, ensuring smooth communication, port safety production and occupational health, cared about the health of front-line staff, completed vaccination for pilots and operators boarding international navigation ships, and imported cold chain goods directly contacting stevedores and other high-risk posts in the port, and increased epidemic prevention funds. Promote the local joint prevention and control mechanism to further strengthen the supervision and guidance on the centralized residence, site selection and management services of isolation points, and door-to-door services of nucleic acid detection for high-risk personnel in ports, such as pilots boarding international ships and ship inspectors boarding international ships through ports. Strictly bring the centralized residence points and isolation points of high-risk personnel in ports, such as pilots boarding international ships through ports, into the unified management of the local joint prevention and control mechanism, and strictly implement relevant requirements in light of local conditions. Daily self-examination, timely find loopholes and weak links, and resolutely rectify and implement.Under the unified leadership of the local joint prevention and control mechanism, the local transportation authorities shall, jointly with relevant departments, refine the personal protection standards and operational guidelines for pilots and other high-risk posts in ports boarding international ships, such as wearing protective clothing, eating and going to the toilet during pilotage. Local transportation authorities should strengthen the integrity management of shipping companies, shipping agents and other units, supervise them to truthfully provide information on ships, cargo and crew, support pilot agencies to take restrictive measures to adjust the pilot order for ships with epidemic situation and all ships operated by their shipping companies according to local epidemic prevention and control requirements, and resolutely prevent the risk of epidemic situation input at water transport ports.

III. Protection requirements for operators

Pilots and operators boarding international sailing ships, imported cold-chain goods directly contacting stevedores and other high-risk personnel in ports should be relatively fixed, registered and catalogued, strengthen immunization, implement closed-loop or closed management, adopt a shift system with a certain working period, concentrate on accommodation and closed management during work, and strictly protect individuals. Wear N95/KN95 particulate protective masks, protective masks, epidemic prevention gloves, protective clothing and other protective appliances according to the risk specifications, and transport them point-to-point between the workplace and the place of residence to avoid contact with family members and ordinary people in the community, and carry out nucleic acid testing once a day according to regulations, and implement the zero report system for daily health monitoring. Those who find suspicious symptoms will be transported to designated medical institutions in a closed loop immediately. During the closed-loop management of port related personnel, they shall not contact with non-closed-loop management personnel. Promote the operation mode of "X +7" (X days of closed management operation+7 days of centralized or isolated medical observation at home) for high-risk post personnel, and do a good job in shift work. During the isolation period, nucleic acid detection was carried out once on the 1st, 4th and 7th day respectively. Regular nucleic acid testing of port-related personnel has been included in the free testing scope of local inspection according to regulations (port enterprises should take the initiative to dock with relevant departments of local governments to implement the free testing policy). Domestic and foreign trade workers in the port should have fixed posts and avoid cross-operation. Ports should set up protective articles unloading areas in appropriate places outside high-risk areas for personnel in high-risk posts to unload personal protective articles. The unloading areas of protective articles should not be mixed with wearing areas, so as to strengthen disinfection work.Pilots and other loading and unloading personnel who work in confined spaces and are in close contact with the crew of international navigation ships should strictly regulate the wearing of protective clothing; Promote the local joint defense and joint control mechanism to evaluate and clarify the wearing requirements of protective clothing for operators boarding international navigation ships for outdoor open-air operations according to the actual situation.

Other front-line workers should strengthen personal protection and normalized epidemic prevention management as required, and conduct nucleic acid detection twice a week with an interval of more than 2 days each time.

(1) Protection requirements for wharf operators.

1. The workplace and the entrance of the work area are equipped with temperature detection equipment. According to the operation risk level of different posts, the operators shall be provided with necessary protective articles such as protective masks, epidemic prevention gloves and protective goggles, and professional institutions shall be invited to guide their correct use.

2. Without special circumstances, dock operators do not board the ship or have direct contact with the crew. If it is necessary to have close contact with the crew due to work needs, try to choose outdoor space, do personal protection and keep a safe distance of more than 1 meter.

3. In the process of loading and unloading, take corresponding isolation measures such as billboards and warning lines, and in principle, prohibit the crew from entering the dock operation area. When ship-shore cooperation is needed, the crew should be required to wear personal protective equipment such as protective masks and epidemic prevention gloves correctly, and measures such as taking turns to work or increasing the interval between operations should be taken to avoid direct contact between dock personnel and crew. For the crew who really need to go ashore, their body temperature should be tested.

4. During the unpacking operation of imported refrigerated containers, cooperate with the relevant work of preventive disinfection according to the regulations. Personnel who are in direct contact with refrigerated goods should regularly check their body temperature, take strict protective measures, and wear protective clothing, protective masks, epidemic prevention gloves, protective masks and other supplies throughout the whole process to prevent the goods from touching the face and touching the nose and mouth. The frequency of detection should be increased in areas with epidemic situation according to local regulations. If the refrigerated goods are tested positive, the loading and unloading personnel should immediately carry out nucleic acid testing according to the regulations and dispose of them according to the requirements of the local joint defense and joint control mechanism.

5. Try to communicate and deploy work by telephone, WeChat and online video to reduce the gathering of workers.

(2) Protection requirements for pilots.

Pilotage institutions shall arrange for pilots who have completed intensive immunization to lead international sailing ships.

1.  Pilotage institutions strengthen the reserve and supply of epidemic prevention materials, increase the allocation of medical protective masks, gloves, goggles, protective clothing, infrared thermometers and disinfectant, and establish a supply system for epidemic prevention materials. Strengthen the health status monitoring of pilots and establish a daily health status reporting system. Further optimize the pilot workflow, strengthen the pilot management and personal protection training and assessment.

2.  Pilots, pick-up and drop-off vehicles and pilot boats are relatively fixed, and closed-loop management is implemented to strengthen body temperature monitoring. If there is a crew member with positive nucleic acid test on the lead ship, the pilot shall immediately dispose of it according to the requirements of the local joint defense and joint control mechanism.

3.  During the pilotage process, the pilot should determine the protection level according to the risk level of the ship in accordance with the relevant management regulations of the local joint prevention and control mechanism, and wear personal protective equipment correctly throughout the whole process.

4.  When boarding and disembarking from the ship, try to choose outdoor passages to avoid the crew’s living area.

5.  During pilotage, the ship shall be informed to control the number of people on the bridge, strengthen the ventilation of the bridge, reduce contact with the crew and keep a safe distance. If conditions permit, special walkie-talkies and other communication equipment should be used to avoid cross-use of communication equipment with the crew.

6.  Pilots in coastal ports are not allowed to eat on board during the period of leading international navigation ships; Pilots of the Yangtze River are not allowed to eat on board in principle. Pilotage workers who have worked for a long time are not allowed to eat in a closed environment. They can eat outdoors or in a ventilated place under the condition of meeting personal protection requirements, and should eat their own meals. Pilots should try their best to avoid going to the toilet on the ship. When going to the toilet, preventive work and disinfection procedures should be done well, and the pilot’s special toilet with disinfection should be provided on the ship.

7.  After the pilot disembarks, he must take disinfection measures in accordance with the regulations, and dispose of disposable protective articles and other discarded items in a centralized manner in accordance with the regulations.

8.  Drivers who pick up and drop off pilots and crew members of traffic boats should wear protective masks, epidemic prevention gloves and other personal protective equipment correctly, and conduct regular nucleic acid testing according to the requirements of the local joint prevention and control mechanism.

(3) Protection requirements for boarding personnel of port enterprises, international shipping agents, ship fuel supply enterprises and other units that board international sailing ships through docks.

Port enterprises, international shipping agents, ship fuel supply enterprises, aviation maintenance enterprises that board the ship through the wharf, third-party inspection institutions and other units should arrange for personnel who have completed the enhanced immunization to board the ship.

1. Boarding personnel should wear protective masks, epidemic prevention gloves, protective goggles and other personal protective equipment, and do a good job in temperature detection and information registration. Boarding operators who are in direct contact with imported bulk refrigerated goods should wear protective clothing, protective masks, epidemic prevention gloves, protective masks and other protective articles throughout the journey to avoid the goods clinging to the face and touching the nose and mouth with their hands. At the same time, shift work time should be reasonably arranged to avoid the masks and masks from freezing due to long-term operation, which will affect the protective effect.

2. When boarding and disembarking from the ship, people should try to choose outdoor passages to avoid the living area of the crew. Boarding personnel are forbidden to enter the crew’s living area and reduce contact with the crew. If it is really necessary to have close contact with the crew, you should try to choose outdoor space, do a good job of personal protection and keep a safe distance of more than 1 meter. In close contact with the crew of medium and high-risk ships, protective clothing and other supplies should be worn.

3. Boarding personnel are not allowed to eat on the ship, and try to avoid going to the toilet on the ship. When going to the toilet, preventive work and disinfection procedures should be done. Leave the ship as soon as possible after the relevant work is completed.

4. Boarding personnel shall take disinfection measures in accordance with the regulations after disembarking, and waste items such as disposable protective articles shall be treated centrally in accordance with the regulations.

5. If the refrigerated goods are tested positive, the loading and unloading personnel shall immediately carry out nucleic acid testing and dispose of them according to the requirements of the local joint defense and joint control mechanism.

6. Ship inspectors should keep a safe distance from the crew during the inspection, and shorten the stay time as much as possible when entering the engine room, cab and other internal places.

Port enterprises, pilotage agencies, shipping agency companies, aviation repair enterprises and third-party inspection agencies that board the ship through the dock should, in accordance with relevant regulations, strengthen professional training on the correct wearing and taking off of protective clothing for operators who are in direct contact with bulk refrigerated goods, those who are in close contact with the crew, pilots, shipping agents and ship repair workers, and conduct regular inspections to ensure that key protective measures are in place.

Four, strengthen information reporting and boarding channel management.

(a) timely grasp the arrival of ships, cargo and crew information.

Port enterprises and pilotage institutions should strengthen cooperation and information sharing with ship agents and customs, border inspection, maritime affairs, health and other units, and formulate relevant work plans according to the following information on ships, cargo and crew.

1. Information such as port call and departure dynamics within 14 days before the ship arrives in Hong Kong.

2. The basic information of the crew, physical health, Covid-19 inspection and other information, such as crew change, personnel getting on and off the ship, material delivery and personnel contact during the berthing period.

3 ship quarantine, ship epidemic prevention measures and other information.

4. Information of relevant close contacts during the berthing of the ship.

5. Operation information of domestic sewage and ballast water treatment devices.

6 refrigerated containers, bulk refrigerated goods and other information.

7. Information on ship garbage disinfection and transshipment.

(two) to strengthen the information management of people and vehicles entering and leaving the port.

Port enterprises shall register and check the personnel and vehicles entering and leaving the port, strengthen information collection, and implement closed-loop management. The personnel entering and leaving the port shall pass by health code and green code (foreign crew members who plan to change shifts shall pass by relevant certification materials of relevant departments and negative results of nucleic acid test within 2 days). Strictly check the negative results of nucleic acid test and the closed management of centralized residence within 2 days for the relevant personnel of other units, such as ship agents, ship navigation repairs and third-party inspection services, who board ships on international voyages through ports.

(3) Strengthen information submission.

According to the relevant requirements, submit the epidemic prevention and control information to the local transportation authorities.

(four) to strengthen the management of port boarding channels.

The relevant units such as ship agents, ship navigation repair and third-party inspection services, etc., which are infected by ineffective measures to prevent and control the epidemic situation, will restrict their personnel from entering specific areas of the port within 14 days and report to the port management departments such as border inspection, customs and maritime affairs. Promote the local joint prevention and control mechanism, urge and strictly implement and supervise the main responsibilities of enterprises and units for epidemic prevention and control and special class management, such as receiving and transshipment of ship domestic garbage, domestic sewage and garbage in ports, ship navigation repair, water supply and oil supply, and third-party inspection services.

V. Standardized and strict operating procedures

(1) Pilotage agencies, port enterprises, third-party inspection agencies and other relevant units shall organize pre-ship meetings before the ship enters the port for operation, judge the risk of ship epidemic prevention and control, strictly take "non-essential boarding" measures, strictly control the number of boarding personnel, especially for ships that need more boarding personnel for loading and unloading bulk and miscellaneous goods, clarify the specific protective measures and precautions of relevant operators, and implement the responsible persons. Ship inspection agencies can carry out temporary and extended inspections by remote means without boarding the ship. For regular inspections that must be completed by boarding the ship, inspectors who have completed enhanced immunization should be arranged to board the international sailing ship for inspection.

(2) Port enterprises urge ships to do disinfection, ventilation and other related work through shipping companies and shipping agents, arrange personnel to be on duty during their stay in Hong Kong, strictly take the measure of "not going ashore unless necessary", accurately record the identity information, reasons for boarding and disembarking, contact information, etc., and ensure the traceability of information. Cooperate with the port management departments such as border inspection to strengthen the on-site management of boarding personnel, urge boarding personnel to use the "China Border Inspection Boarding Code", strengthen the epidemic prevention and control of boarding ladder, and urge boarding personnel to do personal protection. It is strictly forbidden to board the ship without personal protection as required.

(three) strict management of ship berthing operations. After the international sailing ship has passed the customs quarantine and obtained the inspection and quarantine certification materials, the shipping company or shipping agent can issue the health commitment of the crew before the loading and unloading operation can be carried out safely and steadily. Among them, the ship that intends to change from an international route to a domestic route shall, in accordance with the Notice of the Ministry of Transport, the Ministry of Foreign Affairs, the National Health and Wellness Commission, the General Administration of Customs and the State Administration of Immigration on Relevant Matters Concerning the Adjustment of the Prevention and Control of Ship Epidemic Situation on the International-to-Domestic Route, carry out five nucleic acid tests on the first, second, third, fifth and seventh days according to the regulations, and the results are all negative. Only with the consent of the relevant competent authorities can the relevant personnel such as loading and unloading personnel board the ship for operation. If the container liner needs to board the ship in advance due to the schedule, the operators on board should do personal protection and are not allowed to enter the crew’s living area and the ship’s confined space. It is necessary to implement the notification requirements of the joint prevention and control mechanism in the State Council, promote the local joint prevention and control mechanism to receive domestic garbage and domestic sewage from international navigation ships, and carry out classified collection, transportation and disposal according to the relevant provisions on medical waste management.

(4) Strictly implement prevention and control measures such as non-direct contact between ship and shore personnel, conscientiously implement the security plan for port facilities opening to the outside world, strengthen the management of personnel and vehicles entering and leaving the port and the interface between ship and port, strengthen the management of boarding and disembarking channels, and strictly control the ship-shore exchange activities of international navigation ships. Except for production and life necessities and emergencies, crew members are not allowed to land.

(5) In line with the requirements of epidemic prevention and control, when the local joint prevention and control mechanism negotiates with the permission of the relevant units to carry out activities such as crew change, ship supply, ship inspection and emergency rescue and disposal of injured crew members, the port enterprises should cooperate with the relevant units to do a good job in the management of relevant personnel entering and leaving the port, getting on and off the ship. Personnel and vehicles entering and leaving the port shall be notified in advance by shipping agents and other relevant units, and the health code inspection and temperature detection of relevant personnel before entering the port shall be strictly implemented. Persons whose body temperature exceeds 37.3℃ are prohibited from entering the port and reported to the local health department according to the procedures.

Six, strengthen environmental health protection work

In accordance with the "Notice on Further Strengthening the Prevention and Control of Epidemic in COVID-19" (No.94 [2021] of Joint Prevention and Control Mechanism) and other relevant requirements.

Strengthen the provision of prevention and control materials such as protective equipment, disinfection supplies, equipment and facilities, and give priority to protecting protective equipment and human input. Do a good job in the procurement, configuration and use of epidemic prevention equipment for front-line staff in accordance with the protection standards in high-risk areas, so as to reserve, distribute and use it in place. Epidemic prevention materials include, but are not limited to, protective masks, protective clothing, protective goggles or protective face screens, disinfectant (chlorine disinfectant containing 250 mg/L ~ 500 mg/L of available chlorine or 75% alcohol, which shall not be mixed), disinfectant hand sanitizer, disinfectant paper towels, disposable gloves, rubber gloves, thermometers, infrared thermometers, emergency vehicles and emergency medicines.

(1) Ventilation and environmental sanitation requirements.

1. Strengthen environmental ventilation. The reception hall, waiting room, canteen, meeting room, office area and other space areas shall be equipped with alcohol, hand-washing disinfectant and other supplies, and the windows shall be opened regularly for ventilation, so as to maintain indoor air circulation, with the ventilation frequency not less than 5 times a day and not less than 30 minutes each time.

2. Use the air conditioner correctly. Natural ventilation is preferred. If air conditioning is used, the air supply safety of the air conditioning system should be ensured, and sufficient fresh air input should be ensured, and all exhaust air should be directly discharged to the outside. When the air conditioner is not used, the return air channel should be closed.

3. Keep the environment clean and tidy. Clean and transfer garbage in time.

4. Cooperate with relevant units to do a good job in the transshipment and treatment of domestic garbage from international navigation ships.

(2) Cleaning and disinfection control.

1. Vehicles and boats that pick up employees should be disinfected every time.

2. Spray or wipe the surfaces of objects (reception windows, elevator buttons, handrails, door handles, etc.) with chlorine-containing disinfectant containing 250 mg/L ~ 500 mg/L of available chlorine, or wipe them with disinfectant wipes.

3. The personnel gathering area (reception hall, waiting room, conference room, office area, dormitory, etc.) shall be cleaned and disinfected not less than 3 times a day, and the elevator room, bathroom and other places shall be cleaned and disinfected not less than 6 times. Disinfection work should avoid working hours as much as possible. The surfaces of objects in high-frequency contact (such as elevator buttons, handrails, door handles, etc.) can be sprayed or wiped with chlorine-containing disinfectant containing 250 mg/L ~ 500 mg/L of available chlorine, or wiped with disinfectant wipes. Sanitary ware can be soaked or wiped with chlorine-containing disinfectant with effective chlorine content of 500 mg/L. After 30 minutes, it is rinsed with clear water and dried for later use. Do not mix chlorine-containing disinfectant with alcohol disinfectant. Increase the frequency of disinfection of closed places and centralized living, dining and rest areas for imported cold chain food handlers.

4. During the period of spraying disinfectant, the spraying area should be relatively closed to achieve disinfection effect. After spraying disinfectant for 30 minutes, arrange personnel to open the window for ventilation, and after at least 10 minutes, the space area will resume normal use.

5. Strengthen the cleaning of garbage containers such as trash cans and disinfect them regularly. Chlorine-containing disinfectant containing 250 mg/L ~ 500 mg/L of available chlorine can be used for spraying or wiping, and disinfectant wipes can also be used for wiping.

6. Used disposable protective articles should be collected and disposed centrally, and protective articles repeatedly used by high-risk personnel such as cold chain operation should be collected uniformly and disinfected in a standardized way.

(3) Health protection requirements.

1. Set 1 ~ 2 non-contact temperature detection points at the entrance passage to minimize the number of entrances or exits or keep one-way access. The inspection staff shall keep a distance of more than 1m from the inspected object as far as possible, wear work clothes, protective masks, disposable gloves or rubber gloves, and may wear protective goggles or protective face screens if possible.

2. Personnel of labor service units, visitors and business personnel who need to enter the site should make an appointment in advance. Both parties receiving foreign personnel should wear protective masks, avoid physical contact such as shaking hands and hugging, and wash their hands in time.

3. The personnel gathering area shall be separated and separated to keep a reasonable distance.

4. Use video conference to hold meetings and minimize on-site meetings. Participants should wear protective masks at intervals of more than 1m, so as to reduce centralized meetings and control the meeting time. When the meeting time is too long, keep the windows open and ventilated. After the meeting, disinfect the venue, furniture and tea set supplies.

5. Dining system is adopted in the canteen to avoid people gathering. The canteen is disinfected once before and after each meal. All personnel should wear protective masks to minimize contact with public goods and parts. Wash your hands frequently. When there is no clear water, you can use disinfection products containing alcohol (such as 75% alcohol solution) to clean your hands.

6. Wipe the doorknob, telephone, keyboard, mouse, office stationery, etc. with disinfectant wipes.

7. Alcohol spraying and wiping equipment are prohibited in open flame workplaces, and alcohol disinfection of hands, shoes and clothes is prohibited. It is recommended to use other disinfectant and disinfectant paper towels for disinfection.

8. In the operation of dangerous goods, attention should be paid to the electrostatic hazards that may be caused by wearing protective clothing, and electrostatic elimination procedures must be carried out when entering the workplace of dangerous goods.

9. Do a good job in disinfection of vehicle sites, personnel control and other work according to regulations. Port operators who cooperate with the customs in Covid-19 quarantine of imported refrigerated goods and imported high-risk non-cold chain container goods should be relatively fixed and centrally managed according to regulations, and wear protective clothing, protective goggles, protective masks, epidemic prevention gloves and other personal protective equipment correctly during the whole process, and wear protective masks when necessary. At the same time, regular nucleic acid testing should be carried out in accordance with the provisions of the local joint prevention and control mechanism.

10. The port passenger station shall do a good job in prevention and control according to the latest edition of "Guidelines for Prevention and Control of COVID-19 Epidemic Zoning and Grading of Passenger Stations and Means of Transportation" formulated and issued by the Ministry of Transport.

The port operation of imported cold chain food should also be in accordance with the Notice on Printing and Distributing the Work Plan for Preventive Comprehensive Disinfection of Imported Cold Chain Food (No.255 [2020] of Joint Prevention and Control Mechanism), Notice on Printing and Distributing the Technical Guide for Prevention and Control of Cold Chain Food Production and Operation in Covid-19 (2nd Edition) and the Technical Guide for Prevention and Control and Disinfection in Covid-19 (2nd Edition) (No.11 of Joint Prevention and Control Mechanism [2022]) and the Notice of the Ministry of Transport on Printing and Distributing the Technical Guide for Prevention and Control and Disinfection of Cold Chain Food Logistics Imported by Highway and Waterway in Covid-19 (3rd Edition)) (delivered to Mingdian [2021]

Port operations of importing high-risk non-cold chain container goods also need to be well controlled and disinfected in accordance with the Notice on Printing and Distributing the Work Plan for Testing and Preventive Disinfection of Imported High-risk Non-cold chain Container Goods (No.277 of Joint Prevention and Control Mechanism [2020]) and the Notice of the Ministry of Transport on Printing and Distributing the Work Guide for Preventive Disinfection of Imported High-risk Non-cold chain Container Goods on Roads and Waterways (No.23 of Jiaoyun Mingdian [2021]).

Seven, do a good job in emergency response.

(1) Pilotage institutions, port enterprises and other units should formulate and improve emergency plans, and strengthen information sharing and linkage with customs, border inspection, maritime inspection units and local health and transportation departments.

(2) If the crew has fever, cough and other abnormal conditions, the pilot on board the ship should take strict protective measures such as wearing protective clothing, protective goggles, medical high-level protective masks and epidemic prevention gloves, and require the ship to take ventilation and disinfection, all crew members wear high-level protective masks, personnel isolation and other prevention and control measures. If necessary, professional personnel can be arranged to guide the pilot to put on protective clothing and disinfection on the spot. Port enterprises adopt strict ship-shore isolation measures, cooperate with relevant units for disposal, and do a good job in the investigation and isolation of close contacts of their own units.

(3) When a person with suspected COVID-19’s symptoms vomits, he shall immediately cover and disinfect the vomit with disposable absorbent material and sufficient disinfectant (such as chlorine-containing disinfectant) or effective disinfection dry towel. After removing the vomit, use chlorine-containing disinfectant to disinfect the surface of the object.

(four) after the suspected infected person is isolated, immediately arrange disinfection personnel to carry out terminal disinfection on the areas such as the temporary observation room that may be polluted. Vessels and vehicles used for the transfer of suspected infected persons shall undergo terminal disinfection after the transfer is completed.

(5) In the event of a confirmed infection of the crew on board a ship, the pilotage institution and the port enterprise shall immediately notify the local joint prevention and control mechanism, and cooperate with relevant departments to do a good job in centralized isolation, nucleic acid detection and flow adjustment of relevant personnel. At the same time, report the relevant information to the transportation management department in a timely manner.
