Investigation on the trend of renaming colleges and universities At least 65 colleges and universities have removed the word "occupation"

It seems that another wave of renaming colleges and universities is coming to the fore.

On January 20th, the official website of the Ministry of Education published the Public Notice of the Development Planning Department on the inclusion of 2017 application settings in experts’ inspection of colleges and universities, and 46 colleges and universities were selected in the list, including 21 newly established undergraduate schools, 16 renamed universities, 6 transformed independent colleges into independent private undergraduate schools and 3 renamed schools at the same level.

Remarkably, among the 21 "newly established undergraduate schools", there are 16 schools whose "school foundation" (that is, the existing school name before the proposed change — — Reporter’s note) "includes the words" occupation "or" vocational technology ",and its" name of the school to be applied for (that is, the name of the new school to be changed — — Reporter’s note), erase "occupation" or "professional technology".

The name of a university is the signboard of the school, the "business card" of the school, and one of the most important carriers of its historical tradition, cultural concept, spiritual temperament and brand image. According to the current "Interim Provisions on the Establishment of Ordinary Undergraduate Schools", colleges and universities implement the system of one name per school. In order to have a more favorite "name", some colleges and universities seem to have decided not to "change their names, sit and change their surnames".

China Youth Daily Zhongqing Online reporter collected the news of the renaming of colleges and universities in the past 10 years, trying to find the law.

Four trends of renaming colleges and universities

China Youth Daily Zhongqing Online reporter inquired about the renaming information of relevant universities and found that during the wave of university merger at the end of last century, most of the school names were "eat small fish the Big Fish", and some of them introduced brand-new school names. After entering the new century, there are several main trends in the renaming of colleges and universities in China:

First, the area to be involved is getting bigger and bigger. A typical case is that in 1978, Luzhou Medical College was renamed as Luzhou Medical College. In 2015, it was renamed as Sichuan Medical University, and at the end of the same year, it was renamed as Southwest Medical University again.

The second is to change the nature and category of schools. Realize the junior college — — College — — With the change of universities, it seems that the "running level" is becoming more and more "high-end", which is the most common situation.

Third, the words used to define the types of disciplines are becoming more and more fashionable and comprehensive. For example, replace finance and taxation with finance, electromechanical with engineering school, railway with transportation, geology with engineering, steel with science and technology, geology with engineering, etc.

Fourth, take off the "professional" hat. Remove the word "occupation" or "vocational technology" from the name of the school. According to the public information, China Youth Daily and Zhongqing Online reporter found that at least 65 colleges and universities have completed the renaming in the fourth case mentioned above, and this data does not include the 16 newly publicized ones that are likely to eventually complete the renaming.

According to the information held by China Youth Daily and Zhongqing Online reporter, as early as March 2005, there was a school testing the water "the name of the school went to ‘ Occupation ’ Change. " At that time, a private university in northwest China reduced its name from eight words to six words, and the two words removed were "occupation". In May of that year, another private university in the same city successfully completed the same choice.

Their choices at that time seemed "avant-garde" and "visionary". At that time, vocational education was in the ascendant, and many schools added the words "occupation" or "vocational technology" to their school names.

For example, in 2008, the Ministry of Education issued a letter [2008] No.165 agreeing to put nine higher vocational and technical schools on record. In four of them, the words "occupation" or "vocational technology" were not included in the original school names, but were added in the new school names; The other five newly-built schools have the word "occupation" in their names.

However, on the whole, among the schools that have been shortlisted for higher education, "the name of the school goes to ‘ Occupation ’ The trend of "subtraction" is more common, and many schools are keen on "subtraction" in this way.

In 2008, the first wave of climax hit. In that year, at least 12 colleges and universities removed the words "occupation" or "vocational technology" from their names. After renaming, these colleges and universities were all promoted to private undergraduate courses. One of them was listed in the "renaming at the same level" list released by the Ministry of Education a few days ago. In other words, the school is committed to renaming again.

Since then, in 2010, a public university has changed its name from "occupation" to "college".

In 2011, the second wave of climax was ushered in. In that year, 18 schools "scratched out" the words "occupation" or "vocational technology" in their school names. As in the above situation, these schools are all private colleges and universities at the undergraduate level after renaming.

In 2012, another school successfully followed suit.

In 2014, the third wave and the biggest one so far appeared. In that year, 24 schools "took off" the "hat" of "occupation" or "vocational technology" in their school names. Like the previous times, 24 schools are private colleges and universities at the undergraduate level after renaming.

In 2015, two universities in South China achieved the same goal; In the same year, a public vocational and technical college was upgraded to an ordinary undergraduate college and renamed a special education normal college, and the word "occupation" was also removed.

Since then, not many colleges and universities have successfully walked out of this road: in 2016, a university in North China erased the word "professional technology" in its name; In 2017, a public vocational college was upgraded to undergraduate level, and the word "occupation" in the school name was removed.

If more than 10 schools in the latest list published by the Ministry of Education can get their wishes, it will be that there will be more than 10 colleges and universities with the name "Go ‘ Occupation ’ "The fourth year.

The reporter found that not all colleges and universities will choose to "do ‘ Occupation ’ Subtraction ". For example, in 2009, two higher vocational schools were renamed at the same level; In 2010, 12 higher vocational schools were renamed at the same level; In 2011, two higher vocational schools merged and 14 higher vocational schools were renamed at the same level. When they changed their names, they all kept the original words "occupation" or "vocational technology".

During this period, there have also been cases where the word "occupation" has been added to the name of a university, but this practice is extremely rare. The reporter only inquired about a case in which Tianjin Teachers College of Engineering was renamed Tianjin Vocational and Technical Normal University — — Of course, "secondary schools" such as secondary schools and secondary vocational schools are changed to "colleges" or "colleges" that belong to the category of higher education. They were not universities before they were renamed.

Generally speaking, there are not a few colleges and universities that have removed the word "occupation" from their school names, which has become a new phenomenon worthy of attention. In the minds of some schools, this is no doubt the same as "water flows downwards and people go upwards".

In addition to obtaining the consent of official documents and renaming, there are also universities (public or private — — Editor’s note) is doing something that leads to the same goal in secret: the name of the school used in external publicity, intentionally or unintentionally "ignores" the words "occupation" or "professional technology".

The name of the school determines the level?

Why do colleges and universities frequently choose to remove the word "occupation" when renaming? China Youth Daily Zhongqing Online reporter noticed that the school name is not just a name, and every word in it may bring different social evaluations to the school.

It seems that the name of the school is "very particular", and the use of different words will often be labeled as meaningful by some people.

For example, the names of ordinary undergraduate schools are divided into "colleges" and "universities". According to the current rules, a college should have more than 5,000 full-time students. A university should have more than 8,000 full-time students, and the number of graduate students should not be less than 5% of the total number of full-time students.

In terms of disciplines and majors, a college should have more than one discipline as the main discipline in humanities (philosophy, literature, history), social sciences (economics, law, education), science, engineering, agriculture, medicine, management and other disciplines; As a university, it should have more than three disciplines as the main disciplines.

In terms of teaching staff, there are no less than 280 full-time teachers in the early days of the school. The proportion of full-time teachers with graduate degrees in the total number of full-time teachers should not be less than 30%, and the number of full-time teachers with deputy senior professional and technical positions should generally not be less than 30% of the total number of full-time teachers, including full-time teachers with full professor positions should not be less than 10. The proportion of full-time teachers with postgraduate degrees in universities should generally reach more than 50%, and the proportion of full-time teachers with doctoral degrees in the total number of full-time teachers should generally reach more than 20%; The number of full-time teachers with senior professional and technical positions should generally be no less than 400, of which the number of full-time teachers with full professor positions should generally be no less than 100.

In addition, in terms of teaching and scientific research level, it is called a university, and the requirements are relatively higher.

However, should the words "occupation" or "vocational technology" be removed when being promoted to an undergraduate college? The reporter did not inquire about the regulations in this regard. In the current "Standards for the Establishment of Higher Vocational Schools (Provisional)", there is no such content at all.

There is no doubt that some people in society may have some prejudice against schools with the word "occupation". However, under the background of more and more attention to vocational education, which has set a high employment rate and reputation, is it really as important as imagined that a college has a "career" name?

Perhaps the answer is floating in the wind.

Supreme Leader: Let the sunshine of the community of human destiny shine on the world.

"Humans live in the same global village, in the same time and space where history and reality meet, and more and more become a community of destiny with you and me."

Ten years ago today, on March 23rd, 2013, the Supreme Leader of president delivered a speech at the Moscow Institute of International Relations, putting forward the concept of a community of human destiny to the world for the first time.

Supreme Leader: Let the sunshine of the community of human destiny shine on the world.

In the past ten years, President Xi has repeatedly advocated building a community of human destiny on many occasions. This concept has been continuously enriched and developed in practice, which provides China wisdom and China plan to cope with the changes of the world, times and history, and shows China’s responsibility.

"International affairs are discussed and handled by everyone."

47 minutes of speech, more than 30 applause. When it comes to the key points, it is almost a applause.

Such a scene appeared in January 2017, when the Chairman of the Supreme Leader delivered a keynote speech entitled "Building a Community of Human Destiny Together" at the United Nations Headquarters in Geneva.

Faced with the question of "What’s wrong with the world? What should we do?", President Xi put forward China’s plan: to build a community of human destiny and achieve win-win sharing.

UN Secretary-General Guterres sincerely said at the scene: "President Xi, under your leadership, China has become an important pillar of multilateralism, and the purpose of practicing multilateralism is to build a community of human destiny."

Multilateralism is the institutional foundation of building a community of human destiny. Different from unilateralism, multilateralism embodies the principles of equality, mutual benefit and openness.

"The problems in the world are complicated, and the way to solve them is to maintain and practice multilateralism and promote the building of a community of human destiny."

At the Davos Agenda Dialogue of the World Economic Forum held in January 2021, the Chairman of the Supreme Leader delivered a special speech, re-emphasizing the practice of multilateralism, and pointed out that "the essence of multilateralism is that international issues should be discussed and handled by everyone".

Supreme Leader: Let the sunshine of the community of human destiny shine on the world.

"Adhere to openness and tolerance, and do not engage in closed exclusivity; Adhere to the international laws as the basis, and do not engage in self-respect; Adhere to consultation and cooperation, and do not engage in conflict and confrontation; Keep pace with the times and don’t be complacent … …”

President Xi’s forceful words reflect China’s determination to maintain and practice multilateralism and promote the building of a community of human destiny.

On March 21, 2023, in Moscow, Russia, the Chairman of the Supreme Leader held talks with Russian President Vladimir Putin. President Xi pointed out that at present, the changes in the past century have accelerated the evolution, and the international power contrast has profoundly evolved. As permanent members of the UN Security Council and major powers in the world, China and Russia are duty-bound, and should work together to guide and promote global governance in a direction that meets the expectations of the international community and promote the building of a community of human destiny.

From the Moscow Institute of International Relations in 2013, to the Palais des Nations in 2017, and then to the "Davos Agenda" dialogue session of the World Economic Forum … … Chairman of the Supreme Leader deeply explained the concept of building a community of human destiny in a series of major international occasions and put forward China’s proposition — — "Building a world of lasting peace, universal security, common prosperity, openness, tolerance, cleanliness and beauty".

After putting forward the concept of a community of human destiny, President Xi successively put forward the "One Belt and One Road" initiative, global development initiative, global security initiative and global civilization initiative, which enriched the connotation and practical path of the concept of a community of human destiny.

In November 2022, the Disarmament and International Security Committee of the United Nations General Assembly voted to adopt three resolutions, all of which were written into the concept of a community of human destiny put forward by China. The concept of a community of human destiny has been written into the General Assembly resolution for six consecutive years.

  "Only win-win cooperation.

In order to do great things, do good things, and do long-term things. "

The road to simplicity is the most important thing. The key to building a community of human destiny lies in action.

The Chairman of the Supreme Leader emphasized that to promote the building of a community of human destiny, it is not to replace one system with another, nor to replace another civilization with one civilization. Instead, countries with different social systems, different ideologies, different historical cultures and different levels of development share interests, rights and responsibilities in international affairs, forming the greatest common denominator for building a better world.

How exactly should I do it? The answer given by President Xi is "five persistences": persistence in dialogue and consultation, persistence in joint construction and sharing, persistence in win-win cooperation, persistence in exchange and mutual learning, and persistence in green and low carbon.

Supreme Leader: Let the sunshine of the community of human destiny shine on the world.

President Xi has repeatedly stressed the need to adhere to the concept of global governance.

Only through mutual consultation can there be better co-construction and more sustainable sharing and win-win situation.

In 2023, when President Xi delivered a keynote speech at the high-level dialogue meeting between the Communist Party of China (CPC) and the world’s political parties, he said that mankind is a community of destiny with one glory and one loss. Blowing out other people’s lights will not make you brighter; Blocking others’ way will not make you go further. We must persist in sharing opportunities and creating the future together.

The Belt and Road Initiative is a high-quality public product initiated by China, jointly built by all parties and shared by the world. It is also a concrete practice of building a community of human destiny.

This year marks the 10th anniversary of China’s Belt and Road Initiative. Over the past decade, the "circle of friends" has been expanding, and more than 150 countries and more than 30 international organizations have signed cooperation documents; The initiative has boosted the investment scale of nearly one trillion US dollars, formed more than 3,000 cooperation projects, created 420,000 jobs for countries along the route, and lifted nearly 40 million people out of poverty … … In recent years, the "Belt and Road" cooperation has continuously achieved new results, showing strong resilience and vitality.

Towards a community of destiny, we must adhere to win-win cooperation and common development.

"Southeast Asian friends say ‘ The water rises and the lotus rises ’ , African friends speak ‘ Walking alone is fast, and many people travel far ’ , European friends speak ‘ A tree can’t stop the cold wind ’ , Chinese said ‘ The river is full of water, and the river is full of water ’ 。”

At the opening ceremony of the 2015 annual meeting of Boao Forum for Asia, President Xi quoted the common saying of people from all over the world to tell a truth: Only win-win cooperation can achieve great things, good things and long-term things.

"Take practical actions to build a better world.

  Make due contributions. "

China has always been a builder of world peace, a contributor to global development, and a defender of the international order, making constant contributions to building a community of human destiny.

On November 17, 2020, when attending the 12th meeting of BRICS leaders and delivering an important speech, the Supreme Leader of president pointed out, "We should consider the people’s well-being, uphold the concept of a community of human destiny, and make due contributions to building a better world with practical actions."

Supreme Leader: Let the sunshine of the community of human destiny shine on the world.

On March 13th, 2023, at the closing meeting of the first session of the 14th National People’s Congress, the Chairman of the Supreme Leader stood at the height of history and times, and from the common interests of China and the world and the future and destiny of all mankind, emphasized that "we should strive to promote the building of a community of human destiny" on the new journey of building a strong country and national rejuvenation.

China has won an all-round victory in the fight against poverty and eliminated absolute poverty for the first time in history. At the same time, it has provided assistance to more than 160 countries and international organizations, taught people to fish in various fields such as vocational technology and agriculture, and supported developing countries to better achieve poverty reduction and development. Former UN Secretary-General Ban Ki-moon said that "China plays an indispensable role" on the road to poverty eradication.

In response to global climate change, China promised that by 2030, China’s carbon dioxide emissions per unit of GDP will be reduced by more than 65% compared with 2005, and non-fossil energy will account for about 25% of primary energy consumption.

China actively participated in international peacekeeping operations and was widely praised as "the key factor and strength of peacekeeping operations".

The road is not alone, and the world is a family.

To build a community of human destiny is not to fight alone, but to work together; It can’t be done overnight, but it needs to be continuously promoted. Building a community of human destiny is a beautiful goal that needs continuous efforts from generation to generation.

China has been acting to promote the building of a community of human destiny.

As the Chairman of the Supreme Leader said: "China will contribute more China wisdom, China’s plan and China’s strength to the world, promote the construction of a world of lasting peace, universal security, common prosperity, openness, tolerance, cleanliness and beauty, and let the sunshine of the community of human destiny shine on the world!"

Professional counterfeiting will be curbed: complaints that are not aimed at consumption will not be accepted.

  ● Occupational claims have affected businesses, platforms, regulatory authorities, judicial departments and other parties, undermined the market business environment, and encroached on judicial law enforcement resources for consumers’ legitimate rights protection.

  ● The market supervision and management department will not accept complaints that are not caused by purchasing or using commodities or receiving services for daily consumption, or that cannot prove that there is a dispute between consumers and the respondent.

  ● It may be difficult to determine whether a natural person buys, uses goods or receives services for the purpose of living or making profits. It is suggested to amend the Consumer Protection Law or clarify it in relevant judicial interpretations.

  □ Our reporter Zhang Wei

In the name of "counterfeiting", the door to making profits through malicious complaints will be closed from next month.

Recently, the State Administration of Market Supervision issued the Interim Measures for Handling Complaints and Reports in Market Supervision and Management (hereinafter referred to as the Interim Measures), which clearly stipulates that the market supervision and management department will not accept complaints initiated by "not buying or using goods or receiving services for the needs of daily consumption, or not proving that there is a dispute between consumers and the respondent".

"This provision not only conforms to the provisions of the Consumer Protection Law on the definition of consumers, but also closes the complaint door of so-called professional claimants for profit, and can also reduce the burden on the regulatory authorities." Qiu Baochang, an expert from the Expert Committee of China Consumers Association, told the reporter of Legal Daily.

The Interim Measures shall come into force as of January 1, 2020.

Counterfeiting becomes counterfeiting, which damages the business environment.

Professional counterfeiting seems to be beneficial to consumers, but it is not.

The reporter of "Legal Daily" has previously found in many places that the routine of professional counterfeiting is getting deeper and deeper, and even shows a trend of gang, specialization, scale and stylization, which is embodied in mentoring, training and output, and focusing on packaging and publicity defects.

In recent years, professional counterfeiting has developed the trend of professional claims. "Professional anti-counterfeiting should have helped government departments to purify the market environment, and be good ‘ Woodpecker ’ But now a large number of professional claimants are completely for their own profit, regardless of whether the market environment is purified or not, not to solve problems. " A person in charge of the consumer protection department of a certain market supervision bureau who did not want to be named said.

According to reports, the resources consumed by professional claims are four to five times that of normal complaints, and public resources are squandered by a few gangs, which makes it impossible to deal with problems that really affect consumers and market order.

Occupational claims are even more damaging to the business environment. In recent years, due to the low cost and great benefits, e-commerce platform has become a new "stage" for professional claimants. Even if it is found that it is "wronged" the store, the removal and closure of the store have caused irreversible losses to the merchants.

Dealing with professional claimants is a nightmare for online shop owner Xiao Li for a long time. A product sold in its shop was complained to the market supervision department by a buyer who had just registered for a short time and had zero reputation evaluation because of the description flaw in the label. "I hope you understand that it is better to do more than one thing … … The price you open, I cancel ",the purpose of this buyer is obviously not simple. After receiving the money, in order to show "integrity", he sent Xiao Li a screenshot of his cancellation on the complaint platform. Xiao Li found that the buyer also complained about at least 30 companies.

It is worth noting that such counterfeiting is often fake, and its means are even more fraudulent. By means of customized fake identification books, quality inspection reports, hospital certificates, etc., the sellers are threatened, and the merchants are ignorant of the law and afraid of trouble, and they often succeed.

Many parties called for curbing the frequent occurrence of governance documents.

With the social harmfulness of occupational claims becoming increasingly prominent, the voice of curbing occupational claims is getting higher and higher.

Just at the 2019 Internet Law Conference held not long ago, the Malicious Claims Industry Observation Report (hereinafter referred to as the Report) was released. According to the Report, professional claims have affected businesses, platforms, regulatory authorities, judicial departments and other parties, undermined the market business environment, and encroached on the judicial law enforcement resources for consumers’ legitimate rights protection.

The Report pointed out that, unlike professional counterfeiting, "professional claims" often resort to extortion in the name of counterfeiting. The general path is "one buy, two talk, three report, four review and five lawsuit". In addition, "professional claims" are showing the trend of gang, youth and industrialization.

According to public information, in the past four years, nearly 40 NPC deputies have put forward suggestions to standardize occupational claims. For example, Chu Xiaoqin, a deputy to the National People’s Congress, put forward at the two sessions of the National People’s Congress in 2018 that the motive of "professional claims" is not to purify the market, but to use punitive damages to make profits for themselves or take the opportunity to extort money from merchants. Some behaviors seriously violate the principle of good faith, ignore judicial authority and waste judicial resources. Therefore, she suggested gradually curbing the profit-making counterfeiting of professional claims.

Since the beginning of this year, the central government’s governance documents on occupational claims have also been issued frequently. On May 20th, the Central Committee of the Communist Party of China and the State Council issued the Opinions on Deepening Reform and Strengthening Food Safety, stating that "malicious reporting of illegal profits should be severely cracked down according to law".

On August 8th, the General Office of the State Council issued the Guiding Opinions on Promoting the Healthy Development of Platform Economy, demanding to effectively protect the legitimate rights and interests of participants in the platform economy and crack down on extortion in the name of "counterfeiting".

"Standardizing profitability according to law ‘ Counterfeiting ’ And claims. " On September 6th, the State Council issued the Guiding Opinions on Strengthening and Standardizing Post-event Supervision, which also made this clear.

In its reply to Li Changqing, a representative of the National People’s Congress, at the end of August this year, the General Administration of Market Supervision made it clear that occupational claims have deviated from the legislative intent of the civil punitive damages system stipulated by laws such as the Consumer Protection Law, and will cooperate with the Ministry of Justice to issue the Regulations on the Implementation of the Consumer Protection Law as soon as possible, so as to specify in detail that defects such as advertising, labeling and instructions that do not affect the quality of goods or services and will not mislead consumers are not fraudulent acts.

In addition, in the reply, the General Administration of Market Supervision also revealed that the regulations being drafted will regulate malicious complaints and reports according to law.

It is still difficult to identify that it is recommended to modify the elimination method.

Today, the "Interim Measures" have landed.

For example, as promised by the General Administration of Market Supervision at the beginning, the Interim Measures responded to the opinions on the regulation of malicious reporting complaints, and clearly stipulated that the market supervision and management department would not accept the complaints initiated by "not buying or using goods or receiving services for the needs of daily consumption, or failing to prove that there is a dispute over the rights and interests of consumers with the respondent".

Qiu Baochang believes that this provision is a highlight of the interim measures. It is worth noting that the promulgation process of this regulation should not be easy. It is the latest result after the General Administration of Market Supervision publicly solicited opinions from the public twice within five months.

The General Administration of Market Supervision publicly solicited opinions from the public twice in May and September this year. Recently, the General Administration of Market Supervision said in its explanation of the adoption of public opinions that the second public consultation received 280 feedback opinions from all walks of life, mainly focusing on the scope of regulation adjustment, the regulation of malicious reporting and complaints, and the procedural provisions of reporting.

In terms of real-name reporting and notification procedures, the Interim Measures stipulate that informants should provide specific clues suspected of violating market supervision and management laws, regulations and rules, and be responsible for the authenticity of the reported content. Encourage internal personnel of operators to report suspected illegal acts of operators according to law. If the informant reports with his real name, the market supervision and management department with the handling authority shall also inform the informant within five working days from the date of making a decision on whether to file a case.

Qiu Baochang, while affirming the significance of the Interim Measures, reminded that it may be difficult to determine whether the complaints of natural persons with no marks on their faces are for the purpose of living or for profit, and it is suggested to amend the Consumer Protection Law or make it clear in relevant judicial interpretations.

"We should not only protect the legitimate rights and interests of consumers, but also close the channels for professional claimants who do not aim at the needs of life at all. At the same time, we should open the door to reward and report, and encourage the public to get corresponding rewards through reporting." Qiu Baochang said.

Jiangsu Provincial Public Security Department reported three typical cases of spreading rumors and confusing people yesterday.

The rise of mobile phone short messages and the Internet not only provides convenience for people to exchange ideas and information, but also becomes the carrier of many rumors. According to statistics, since the beginning of this year, the province’s public security organs have investigated and dealt with 64 cases of fabricating lies on the Internet and publishing false and insulting illegal information, and given public security punishment or admonition to 60 illegal suspects according to law. Yesterday (20th), the spokesperson’s office of Jiangsu Provincial Public Security Bureau informed the media of three typical cases.

Rumor 1: "An AIDS group deliberately picks their teeth and bleeds in restaurants."

"Don’t use toothpicks in restaurants in the near future. Recently, an AIDS group used toothpicks to pick their teeth in restaurants around the country and put them back in the toothpick box after bleeding, maliciously infecting AIDS! Please be careful! "

This is a piece of information that was verified as pure fabrication by the public security organs in other provinces as early as mid-May. Including the public security organs of our province, they have promptly refuted rumors, hoping that people will not panic unnecessarily.

The police found that since July 11, this short message has actually started to circulate in our province, and the sending volume has suddenly increased, and people all over the country have reported receiving this short message. For a time, it caused a lot of panic in society. After careful investigation by the police, the originator in our province is a Du surnamed owner with the number of 1361611 ×××××. Du Mou does business in Sichuan all the year round. Recently, the public security organs arrested Du Mou in Ya ‘an, Sichuan, and also arrested Cao Mou who used the same mobile phone to send text messages with the same content. The two were detained by the public security organs according to law.

After review, the two confessed that after receiving this short message in early July, out of curiosity, they forwarded it to relatives and friends in large quantities, and sent more than 200 short messages with the same content from July 11 to 14 alone.

Proverb 2 "Jingjiang was sure that Tsinghua was chased to death by the traffic police"

At 7 o’clock on the evening of July 31st, netizen "Honest Monk" posted a post entitled "Jingjiang-Tsinghua Enrolled Students Being Chased to Death by Traffic Police" on the BBS forum of Taizhou "Too Boring" website, saying that the father and son went out on a motorcycle together and were inspected by traffic police on the way. Because he didn’t wear a helmet, he was stopped by the traffic police and fined. The father who drove the motorcycle ignored it and rushed over. The traffic police chased after him, causing the motorcycle to get out of control too quickly, and the son sitting behind was killed. It’s a pity that my son has been admitted to Tsinghua University. When the news reached home, the child’s mother went insane on the spot.

As soon as this post came out, it immediately caused "total anger" on the Internet. At the same time, it also attracted great attention from the leaders of the provincial public security department, and asked Jingjiang Public Security Bureau to find out the situation immediately. According to the investigation by Jingjiang Municipal Public Security Bureau, the netizen Ju, who goes by the pseudonym "Honest Monk", is 29 years old and is an electrician in a certain unit. On the evening of the 31st, after hearing this false story, Jumou not only did not verify it, but fabricated this appalling "news" according to his imagination and published it online. The police visited and investigated the six students admitted by Jingjiang to Tsinghua University this year, and found no traffic accidents.

On August 3rd, Jingjiang Internet Management Leading Group Office held a press conference to inform the media of the truth. The public security organs also announced the detention of the dishonest "honest monk" Ju.

Rumor 3: "There will be a shooting on campus, and the death toll will exceed that of Florida in the United States."

On April 18th, a post appeared in xici’s "Jiangsu City Forum" column, which was really frightening. The post titled "Shooting in the Campus of Suzhou ××× Middle School" said: "(Shooting) will happen soon, although it is not the worst shooting incident in China, the death toll will definitely exceed that of Florida in the United States." The netizen who posted this post is called "Hamlet AAA".

The Provincial Public Security Department and Suzhou Public Security Bureau immediately organized an investigation. A few hours later, Suzhou police arrested the poster Xu in a residential area in Canglang District, Suzhou. 27-year-old Xu, unemployed, used to be an English teacher in Suzhou XX Middle School. Xu confessed that because he had a holiday with the school leaders when he was working in XX Middle School, he thought that the school leaders and teachers crowded him out, which made him unable to work normally. In order to vent their dissatisfaction, two posts were published in the same column of the same website on April 12 and April 18, respectively, namely, "Middle School Students in Suzhou have a Serious Violence Tendency" and "Shooting in the Campus of Suzhou XX Middle School", which maliciously vilified Suzhou XX Middle School and fictional shooting incidents, and admitted that the contents of the two posts were pure fiction.

Xia Cunxi, a spokesman for the Provincial Public Security Department, revealed at the press conference that Jiangsu public security organs will set up a unified logo of "110 alarm booth" and "virtual police" icons in the main website forums in the province in the near future, which will be publicly managed online according to law, accept reports of illegal crimes by netizens, and promptly discover and resolutely crack down on all kinds of online illegal and criminal activities. ■ Do not believe in rumors after editing.

"Three people make a tiger" and "spreading rumors with false information" are idioms used by the ancients to describe the spread form and harm of rumors. In fact, today, with the increasingly developed inquiry system, every individual can borrow modern communication tools such as mobile phone short messages and the Internet, and it is easy to win the gold.

In some rumors’ self-reports, "boredom", "venting" and "revenge" are their initial motives for causing this abnormal public opinion. However, public opinion is powerful, and the greater the spread and the more false elements, the more destructive it will be to others and even society. When it develops to the extent that it interferes with people’s normal life and even affects the harmony and stability of society, rumors are no longer irrelevant "just talking" and become out-and-out illegal acts.

"Rumors stop at wisdom" is the way to curb the spread of rumors under the condition of oral communication. In modern society, stopping rumors depends more on citizens’ sense of responsibility and legal system. On the one hand, for unconfirmed or difficult-to-confirm information that may have a significant impact at the same time, everyone should ask why, think independently, don’t make a fuss, and don’t see the wind as rain. Do not spread rumors, do not believe rumors, and do not spread rumors. On the other hand, although the network is virtual, the responsibility goes hand in hand and is real. In this briefing, the police repeatedly stressed that both mobile phone users and netizens should be cautious, and their words and deeds should be responsible for the law, society and individuals. The network is both virtual and realistic. Those who irresponsibly fabricate and spread rumors, disrupt social order, affect social stability and even bring social panic will be severely punished according to law. Zhu xinlei

Gree was abandoned by dealers, all caused by live broadcast? How does Gree survive the "middle-aged crisis" under difficult circumstances?

On August 23rd, many media reported that Xu Zifa, the chairman of Hebei Xinxing Gree Electric Sales Co., Ltd., the general distributor of Gree in Hebei Province, said in a recent event that he would no longer sell Gree products and turn to Philips. Gree Electric has recently stopped supplying Hebei dealers, and this news has been confirmed by many Gree dealers.

The above news was once on Sina Weibo Hot Search List.

Where is Xu Zifa, a rising star in Hebei?

Gree official website shows that the marketing company in Hebei is Hebei Shengshi Xinxing Gree Trading Co., Ltd. (hereinafter referred to as Hebei Shengshi Xinxing). It is understood that Xu Zifa, the party who defected, has been a core distributor of Gree for many years, and has also been on the board of directors of Gree Electric, and even been called an important "clique" of Dong Mingzhu by some insiders.

Hebei Xinxing, established in 2002, is a member of Hebei Guoao Investment Group, located in Shijiazhuang City, Hebei Province. It is a wholesale-oriented enterprise with a registered capital of 10 million yuan and its legal representative is Xu Zifa.

According to Zhongxin Jingwei, on June 24th this year, Gree Electric announced that Jinghai Internet Technology Development Co., Ltd. (hereinafter referred to as Jinghai Internet) reduced its shareholding by 110 million shares on the same day through block trading, accounting for 1.86% of Gree Electric’s total share capital, with a cash-out scale of nearly 3.5 billion yuan. After this reduction, Jinghai Interconnect holds 6.47% of Gree Electric shares, with a cumulative change ratio of 2.43%.

According to Gree Electric’s financial report, Jinghai Internet is its third largest shareholder, and its full name is Jinghai Internet Technology Development Co., Ltd., which was established on August 18, 2006. The shareholders of Jinghai Internet are 10 regional distributors in Gree Electric, including Hebei Gree Electric Marketing Co., Ltd. (hereinafter referred to as Hebei Gree), the protagonist of this incident, which holds the highest proportion of Jinghai Internet, accounting for 28%.

Tianyancha APP shows that Hebei Gree and Hebei emerging controlling shareholders are both Hebei Guoao Investment Group Co., Ltd.

Although Xu Zifa has a deep relationship with Gree Electric, the relationship between them is also drifting away. Some media reporters found out that Xu Zifa attended many Philips air-conditioning activities as a shareholder representative.

It’s all the live broadcast?

Gree, which has entered its 30 th year, coincides with the "eventful autumn" This is the 30th year of Gree’s establishment, and it is also the 10th year that Dong Mingzhu took charge of Gree as the chairman and president.

In the last two years, Gree has been making efforts to reform online channels, and Dong Mingzhu has personally left the market to bring goods to Gree air conditioners.

Dong Mingzhu is keen on live broadcast, and has also tasted the sweetness from it. According to the data, from 2020 to 2021, Dong Mingzhu’s nationwide live tour brought goods, and its cumulative sales exceeded 50 billion yuan. During the "618" period this year, the sales of Gree Tik Tok Live Matrix exceeded 40 million yuan. On June 18th, Dong Mingzhu continued to broadcast live until 12 o’clock in the evening. At present, the cumulative number of fans of three Tik Tok accounts, namely Pearl Feather Select, Pearl Feather Air Conditioning Live Room and Pearl Feather Ice Washing Live Room, has reached nearly 3 million.

In fact, a small live broadcast room also reflects the changes in the product layout and marketing channels of an enterprise.

Because online initiatives such as live delivery have caused dissatisfaction among Gree dealers. According to media reports, Dong Mingzhu once sold Gree Pinyue series air conditioners for only 1999 yuan on a live broadcast in JD.COM, and the agent’s delivery price was 2199 yuan, and the purchase price of last year even started from 3000 yuan.

Gree Electric’s 2021 annual report shows that Gree’s "New Retail" is based on 27 sales companies, more than 70 online dealer stores, more than 30,000 offline specialty stores, and the official flagship store of the third-party e-commerce platform, establishing a two-line sales network covering the whole country.

At the 2021 Annual General Meeting of Shareholders held in Gree Electric on June 7, Dong Mingzhu said: "In 1997, the home appliance market was engaged in a price war, and I created Gree’s marketing model. There has been little change for more than 20 years, but now the epidemic has accelerated the development of online model. Under this background, Gree’s marketing model needs reform."

"I have been doing live broadcasts for the past two years. The live broadcast is not that I want to do this market, but that I want to experience this market." Dong Mingzhu said. She also said that in 2021, the company’s sales changes did not meet expectations, and channel change was one of the influencing factors. "But the impact is not great, because in this process, it is more important to let everyone know. Dealers must gradually open physical stores and engage in live broadcasts. "

The controversial Gree Diversification

Diversification is Dong Mingzhu’s choice for Gree Electric.

In the past 30 years, Gree has become the leader of air conditioning, and the slogan of "Good air conditioning is made by Gree" and "Gree grasps the core technology" is well known. In the next 30 years, Dong Mingzhu said that she hoped that the public would remember "Good Electrical Appliances Made by Gree".

She predicted at a forum five years ago: "In the future, everyone will blow Gree’s air conditioners, use Gree’s mobile phones, eat rice cooked by Gree rice cookers and drive Yinlong (now it should be Gree Titanium) electric cars. This is the future."

In 2016, Gree officially announced the opening of diversification strategy and the transformation to a global industrial group. Today, Gree’s products are exported to more than 180 countries and regions, covering air conditioners, refrigerators, washing machines, water heaters, kitchen appliances and environmental appliances. The industrial field covers high-end equipment, precision molds, refrigeration equipment, motors, compressors, etc. The new energy field covers new energy vehicles, lithium batteries and industrial energy storage.

At the China Refrigeration Exhibition held in early August, Gree unveiled a variety of new products, from air conditioners to water purifiers and air purifiers, from intelligent equipment to new energy automobile parts, which attracted many exhibitors to stop for consultation, reflecting the diversified business development to some extent.

However, the controversy surrounding specialization or diversification always comes along, especially in the context that peers have begun to shrink non-core businesses and the proportion of business income other than Gree Air Conditioning has not increased significantly.

In Dong Mingzhu’s view, those businesses that seem unprofitable now have reasons to do it.

For example, the controversial Gree mobile phone, which Dong Mingzhu will use to broadcast live every day, is a product that she must adhere to in her diversified layout. "This is based on the planning of Gree’s entire home appliance layout, and the interconnection of home appliances is realized through Gree mobile phones."

Who will take over from Dong Mingzhu?

According to the Securities Times, not surprisingly, Gree Electric’s "Dong Mingzhu era" will continue for at least three years.

So, who will be Gree’s successor after Dong Mingzhu?

Gree’s trademark "Pearl Feather Boy" was successfully registered this month. However, many people found that Meng Yutong, a young secretary who once praised Dong Mingzhu, recently began to fade out of the Gree live room in a "low-key" way.

Earlier, Dong Mingzhu publicly stated that Meng Yutong should be "cultivated into the second Dong Mingzhu in the future", so that the latter’s popularity soared and he was labeled as "Dong Mingzhu’s successor".

However, recently, the Tik Tok account of Gree’s "Pearl Feather Boy Selection" was exploded to change its avatar, and the photo of Dong Mingzhu and Meng Yutong was removed and replaced with a single photo of Dong Mingzhu. Meng Yutong was suspected to have faded out of the live broadcast room.

(Tik Tok screenshot)

According to the analysis of insiders, from the actual situation, Meng Yutong, the "successor", is more like the "online celebrity with Goods" created by Dong Mingzhu to cooperate with the company’s online channel reform. Li Guoqing once commented that Dong Mingzhu pushed Meng Yutong, "the purpose is to bring goods for live broadcast, and to incubate online celebrity by himself". To take over Dong Mingzhu’s big stick, I’m afraid my ability is far from enough.

After all, the training of successors does not happen overnight. Huang Hui, the former second-in-command of Gree, trained in Gree for nearly 29 years, and Dong Mingzhu also worked in Gree for nearly 22 years before becoming the "number one". After all,Gree’s top-level handover is not only a simple personnel turnover, but also involves the inheritance of the whole enterprise in terms of system, organization and culture.

In 2022, Gree’s first quarterly report showed that Gree Electric achieved a total operating income of 35.26 billion yuan, a year-on-year increase of 6.24%; The net profit attributable to shareholders of listed companies was 4.003 billion yuan, a year-on-year increase of 16.28%. Compared with last year’s annual report, the performance in the first quarter obviously exceeded expectations.

Now that the company’s semi-annual report is disclosed soon, the market is quite concerned about Gree’s performance in the first half of the year.

Gree, 30 years old, is it a "middle-aged crisis" or another "thirty-year-old"? Dong Mingzhu, 68, will show Gree how to tell new stories, and time will tell.

Liu Guangqiang, secretary of Deyang Municipal Party Committee, gave a welcome speech.

Zuo Yongxiang said in his speech that Sichuan cuisine, as a treasure of China cooking art, has gradually formed a unique style of "taste-oriented" and "good spicy flavor" after precipitation and development, and is famous all over the world. Sichuan has always been committed to the inheritance and innovation of Sichuan cuisine culture, and has further polished the "golden signboard" of Sichuan cuisine by accelerating the construction of the pioneering area for innovative development of Sichuan cuisine, implementing the "three-name" brand cultivation project of Tianfu famous dishes, famous chefs and famous shops, implementing the three-year action of promoting Sichuan cuisine to go abroad, and local legislation of Sichuan cuisine. The World Sichuan Cuisine Conference has set up an international platform for cooperation and exchange of Sichuan cuisine. We sincerely invite all the guests to take a look around Sichuan. While tasting fresh, mellow, spicy and delicious food, we can further feel the natural and humanistic charm and innovative development vitality of Sichuan. I look forward to working with you to protect and inherit this precious cultural heritage, adhere to the tradition of inheritance and innovation, so that the story of Sichuan cuisine will shine new glory on the world stage and create a bright future for Sichuan cuisine; We warmly welcome entrepreneurs to invest in Sichuan and share development opportunities. Sichuan will wholeheartedly create the best investment environment and provide the best service for everyone.

Jiang Ming said that catering is an important livelihood industry to meet people’s needs for a better life. In the past two years, Sichuan cuisine, as the cuisine with the largest number of stores in Chinese dinner, has witnessed a vigorous industrial development and the number of stores has continued to grow. At present, Sichuan cuisine is entering a new development cycle. With the trend of brand and chain strengthening and the acceleration of globalization, Sichuan cuisine industry will usher in more development opportunities and broader market space. China Business Federation will always be committed to promoting the reform and development of the business service industry, building a bridge between the government and enterprises, and serving the majority of members and industry enterprises.

Sichuan cuisine, as one of the eight major cuisines in China, is not only the best in the catering market in China, but also a shining business card of China culture on the world stage. In recent years, the Sichuan Provincial Party Committee and the provincial government have attached great importance to the development of Sichuan cuisine industry, formulated policies to support the development of Sichuan cuisine industry, and created a good business environment. The Sichuan cuisine industry has developed rapidly, the industrial scale has been expanding, the industrial chain is being improved, the formats and industries are rich and diverse, and its international influence is increasing day by day.

The precipitation of history and culture has created a unique Deyang cuisine. During the Qing Dynasty, Li Diaoyuan, the father of Sichuan cuisine and Sichuan opera, was born here, and his compilation of Letter to the Sea was hailed as an encyclopedia of ancient Bashu culture, and the written Record of Awakening Garden was the first Sichuan cuisine menu. In modern times, many famous chefs and famous teachers have gathered in Deyang, giving birth to a number of Sichuan cuisine masters such as Wang Jiyun, Guo Yuanguang and Li Changchun. In Deyang, the Deyang griddle, the tender striped mandarin fish, the fat but not greasy Lianshan Sichuan style pork, the yellow dumb rabbit with fresh and tender pepper flavor, the delicious dried salted duck in Shifang, and the fine dried noodles in Zhongjiang are full of praise.

Liu Guangqiang introduced "Deyang Taste" in his welcome speech. He expects everyone to take this conference as an opportunity to pay more attention to Deyang, bring more business opportunities to Deyang, and carry out in-depth cooperation in the fields of agricultural special products, meat processing and prefabricated ingredients.

The signing ceremony of the cooperation between the World Federation of Chinese Cuisine Industry and Deyang Municipal People’s Government was held.

It is understood that this conference has carefully created four exhibition areas of Deyang characteristics, Sichuan cuisine industry, hot pot culture and Sichuan cuisine literature, and will hold more than 20 activities such as Sichuan cuisine skill competition and hot pot banquet competition.

As only one person was present at the scene when the incident occurred, it was impossible to know the scene conditions at the time of the incident by asking others. Only by reading the video data of the monitoring probe on the wall of Ziwei Tianyue Community in the south of the incident site, the situation at the time of the incident can be restored:

At 10: 34 a.m. on July 14th, 2021, three workers packed up materials, tools and other sundries on the west side of the prefabricated house. Liu Moudong was naked and wearing slippers to watch, and then returned to the prefabricated house. The three workers also left the scene successively.

At 10: 36: 29, Liu Moudong went to the accident site on the south side of the prefabricated house to check the cable situation (according to the investigation, on the morning of the accident, an excavator passed by the south side of the prefabricated house, which may have broken the cable on the ground). At that time, two workers also walked nearby, suspected to discuss the power failure of the cable. Subsequently, Liu Moudong returned to the board room and took the electrician’s pliers, and connected the electricity at the broken end of the cable. When the electricity was connected, he was shocked by the current. After the connection, Liu Moudong returned to the movable board room; During the period, two workers watched the electricity connection, and then they also entered the movable board room;

At 10: 41: 56, two workers left the prefabricated house;

At 10: 43: 29, Liu Moudong came out of the prefabricated room, holding a vise and a red plastic bag in his hand, came to the broken line, wrapped his hand in a plastic bag, and began to connect the cable. During this period, he was shocked twice and returned to the prefabricated room after the connection;

At 10: 46: 40, Liu Moudong came out of the movable board room again and connected the electricity to the broken end of the cable again;

At 10: 50: 11, a worker dressed in black came to the scene and stood by to watch Liu Moudong connect the electricity; At 10: 50: 24, the worker left the scene;

At 10: 51: 27, Liu Moudong was shocked to the ground when he bent down to connect the cable again, and never stood up again. At this time, no one else was seen at the scene.

At about 11 o’clock, workers Duan Mocai and Wang Mogen of the project department cleared the scene at the construction site of the third phase of Longpanhe Park on Fengyang North Road. The main job was to tidy up the steel pipes. At 11 o’clock in the morning, the two came to the construction site and prepared to have lunch in the prefabricated room (usually the prefabricated room is used as a canteen, and the deceased Liu Moudong is responsible for making lunch). Entering the room from the door on the north side of the prefabricated house, Liu Moudong was not found (normally, Liu Moudong would cook meals in the prefabricated house at this time) and the air conditioner in the room was not turned on. Duan only walked to the south side of the prefabricated house, and he saw Liu Moudong lying on his back on the ground 5 or 6 meters away from the prefabricated house. He walked in and saw Liu Moudong holding a black wire under his head with his left hand, and his right hand was naturally stretched out beside him. The whole person was pale and pale. Later, Duan used a stick to pick up the wire from Liu Moudong and cut off the power, and called 120 emergency number (the time was 11:07). The 120 ambulance arrived at the scene soon. After examination by the emergency doctor, the injured person had no vital signs and was declared dead. Duan Mou called 110 again. Soon, the Chuzhou Public Security Bureau rushed to the scene by the police of Wenfeng Road Police Station of the Development Zone Branch to investigate the scene and bring the relevant personnel to the police station for inquiries.

Iii. Emergency Response and Rescue of Accidents

After the accident, at 11: 08 am, Liu Mouqiang, who was returning the rented steel pipe outside, immediately took a taxi to the scene of the accident after receiving a phone call from Wang; At 11: 20, Liu Mouqiang called Liu Mouqing (180XXXX9100), the budget officer of the project department, to report the accident. After Liu Mouqiang arrived at the scene of the accident, Cheng Mou, the person in charge of the project department, Ni Mou, the material buyer of the team, and other personnel had arrived at the scene. At that time, the 120 ambulance had gone back, but the 110 police were still on the scene. Subsequently, the forensic doctor rushed to the scene to conduct an on-site autopsy. Subsequently, the police informed the funeral home to transport the deceased to the funeral home, and Liu Mouqiang went to the funeral home with the car to sign.

At 15: 54 on the same day, Hang Moupeng, director of the key department, received a WeChat from Dou Mouwen, the municipal government office, asking whether there was an accident in the third phase of Longpanhe Park. Hang Moupeng transferred the WeChat to Ding Mouming, member of the Party Committee of the key department and director of the municipal facilities management center (in charge of the public utilities department and the garden landscape management center of the key department), asking him to verify the accident.
