  First, vigorously promote the construction of enterprise-level industrial Internet platform, and give play to the leading role of leading enterprises in digital transformation.

  Focus on the digital, networked and intelligent transformation needs of manufacturing industry, support leading enterprises and large manufacturing enterprises to build enterprise-level industrial Internet platforms, promote the integration of machine networking, business networking and service networking, accelerate the comprehensive integration and cloud transformation and migration of enterprise internal information systems, effectively integrate data resources such as product design, production technology, equipment operation and operation management, and establish a networked, flat and platform-based management model with data-driven as the core.

Encourage qualified large-scale manufacturing enterprises to merge with domestic and foreign industrial Internet companies, and give project financial support of no more than 20% of M&A investment and no more than 5 million yuan for successful mergers and acquisitions.

  Second, accelerate the cultivation of industrial and regional industrial Internet platforms and create "smart industry clusters" and "smart parks"

  Relying on manufacturing characteristic industrial clusters and key industrial parks, supporting leading enterprises, internet enterprises or third-party institutions, cultivating and developing industrial and regional industrial internet platforms, gathering and sharing resources such as design capability, production capacity, software resources, data custody, online testing and supply chain system, vigorously developing industrial internet platforms and supply chain systems in industries and parks, and establishing "smart industrial clusters" and "smart parks" with online manufacturing resources, flexible production capacity and coordinated industrial chains.

  Encourage leading enterprises with different production methods in different industries, or manufacturing enterprises and Internet enterprises to jointly build cross-industry and cross-domain industrial Internet platforms, carry out application innovation for different industries and scenarios, and provide users with various applications including equipment health maintenance, production management optimization, collaborative design and manufacturing, and manufacturing resource leasing. Actively introduce famous cross-industry and cross-domain industrial Internet platforms at home and abroad to establish a regional center or the second headquarters in Hunan.

  For the construction of industrial and regional industrial Internet platforms, those who enter the pilot demonstration of the Ministry of Industry and Information Technology will be rewarded with no more than 30% of the project investment and no more than 5 million yuan. For the well-known cross-industry and cross-regional industrial Internet platforms at home and abroad to build a regional center or a second headquarters in Hunan, project financial support of no more than 10% of the project investment and no more than 10 million yuan will be given.

  Third, encourage small and medium-sized enterprises to "go to the cloud and go to the platform" and accelerate the formation of a new ecology for the development of large, medium and small enterprises.

  Encourage leading manufacturing enterprises to use the industrial Internet platform to extend their business processes and management systems upstream and downstream, so as to drive small and medium-sized enterprises to carry out network transformation and industrial Internet applications, and encourage small and medium-sized enterprises to actively connect with the platform of leading manufacturing enterprises, so as to realize the sharing of supply chain resources, the coordination of industrial chains and the common upgrading of upstream and downstream enterprises, and create an ecological system for the integration and development of large, medium and small enterprises.

  Promote the platform entrance and computing power of large Internet enterprises and basic telecommunications enterprises to be open to manufacturing enterprises, especially small and medium-sized enterprises, and provide online design, online release of manufacturing capabilities, collaboration and transaction services.

  Focus on supporting the core business system "Shangyun Shangping Platform" of manufacturing enterprises whose main business income was more than 10 million yuan last year, and implement digital, networked and intelligent upgrade around R&D design, production equipment management, production control, marketing, process improvement, energy consumption optimization, customer management, supply chain collaboration, equipment leasing and other links, using new technologies and new models of industrial Internet to further reduce operating costs, improve production efficiency and improve product quality.

  Encourage local governments to support enterprises to "go to the cloud and go to the platform" through financial and tax support, purchase services, etc., promote the deployment and application of low-cost and modular industrial Internet equipment and systems in small and medium-sized enterprises, and give appropriate awards to about 100 benchmark enterprises of "go to the cloud and go to the platform" in manufacturing industry according to the actual expenses incurred.

  Fourth, encourage the integration and innovation of manufacturing industry and Internet, and promote the change of manufacturing model.

  Guide enterprises in the whole process and life cycle of R&D design, manufacturing, marketing, service and enterprise management, and extend the transformation to intelligent production, networked collaboration, personalized customization, digital marketing and service.

  Accelerate the digitalization and intelligent transformation of production equipment in discrete industries, strengthen the deployment, optimization and upgrading of advanced process control and manufacturing execution systems in process industries, guide the intelligent application of manufacturing process based on enterprise field data integration, and realize the transformation of production mode to intelligent manufacturing. Focusing on the interconnection of business data between upstream and downstream enterprises, we can realize the optimal allocation of production resources and the accurate utilization of manufacturing capacity, and promote the efficient cooperation of supply chain enterprises. Promote the establishment of online design platform, customer service experience and e-commerce platform in consumer goods industry. Develop new service formats such as online product maintenance, remote operation and maintenance, intelligent supply chain, collaborative research and development, and realize the extension of product service mode to life cycle management and service.

  Organize the "Innovative Application Action of Industrial E-commerce and Supply Chain Integration", encourage manufacturing enterprises to popularize and improve the supplier management system, establish a unified online procurement platform, and promote the migration of procurement mode from offline to online; Encourage manufacturing enterprises to improve the customer relationship management system, establish an online sales platform with full network coverage, rich categories and perfect functions, and promote online and networked sales; Encourage manufacturing enterprises to rely on the third-party industrial e-commerce platform to carry out new online procurement modes such as entrusted procurement, joint procurement and instant procurement.

  Support a number of typical demonstration projects of deep integration of manufacturing industry and Internet every year, and carry out management innovation and model innovation demonstration. For projects that enter the pilot demonstration of industrial Internet application, integration of manufacturing and Internet, integration of two industries and demonstration enterprises, and industrial service-oriented manufacturing of the Ministry of Industry and Information Technology, rewards will be given with an investment of no more than 20% and an amount of no more than 2 million yuan. 500,000 yuan will be awarded to the pilot enterprises that have entered the integration of industry and information technology, and the projects that have been identified through the integration of industry and information technology will be awarded.

  V. Promote the innovative application of manufacturing and big data integration, and establish a new data-driven manufacturing system.

  Strengthen the application ability of big data in manufacturing R&D and design, use big data to accurately perceive user needs, promote innovative design based on data and knowledge, and improve R&D efficiency. Accelerate the application of big data in manufacturing, optimize assembly line operation through big data monitoring, strengthen fault prediction and health management, optimize product quality and reduce energy consumption. Improve the application level of big data in business management, improve the business integration level of key business links such as manpower, finance, manufacturing and procurement, improve management efficiency and decision-making level, and realize the intelligence of business activities. Promote the deep application of big data in customer service, and promote the innovative application of big data in pre-sales, in-sales and after-sales services. Promote the integration of data resources, open up the data chain of all links, and form a closed-loop data of the whole process.

  In equipment manufacturing, electronic information and other industries, support enterprises to develop online value-added services such as remote maintenance and quality diagnosis, and realize product design optimization and fault prediction based on big data; In metallurgy, chemical industry and other industries, support enterprises to collect and analyze production line data resources, and realize the optimization of production technology and process based on big data; In building materials, textile and other industries, support the development of new manufacturing models such as on-demand manufacturing and personalized customization.

  Support a number of industrial big data application demonstration projects every year, and give project financial support of no more than 20% of the project investment and no more than 2 million yuan.

  Six, the construction of the basic network of perceptual interconnection, reduce the cost of enterprise network use.

  Promote the application of new network technologies such as NB-IoT, IPv6, 5G, industrial passive optical network (PON) and industrial wireless, and organize the construction and upgrading of internal and external networks of manufacturing enterprises. Support the construction of regional identification analysis system of industrial Internet and its nodes, explore the industrial application of identification analysis system of industrial Internet, realize accurate docking between supply chain system and enterprise production system by using identification, and manage the product life cycle across regions, industries and enterprises.

  Support the network transformation project of manufacturing enterprises in accordance with the relevant policies of technological transformation.

  Seven, build industrial Internet technology innovation system, strengthen the support of basic products and services.

  Focusing on key directions such as network interconnection, logo analysis, data collection, industrial Internet platform, industrial big data and security, we will guide and support key enterprises to take the lead in building provincial-level industrial Internet construction and application innovation centers, carry out collaborative innovation, technical research and personnel training in Industry-University-Research, and support the construction of innovation centers.

  Support software enterprises, industrial enterprises, scientific research institutes, universities and other institutions to cooperate, focus on breaking through a number of key software and hardware products such as high-performance networks, intelligent modules, intelligent networking equipment, industrial software, cultivate a number of industrial apps oriented to specific industries and specific scenarios, form a number of overall industrial Internet solutions closely integrated with industry characteristics, and promote a number of economical and practical solutions suitable for popularization and application in small and medium-sized enterprises.

  For the development and application of industrial APP, the industrialization demonstration projects of key software and hardware products and overall solutions, project financial support of no more than 20% of the project investment and no more than 2 million yuan will be given.

  Eight, improve the industrial security system, strengthen the ability of information security.

  Implement the industrial information security action plan, establish the network security guarantee mechanism of "platform on the cloud" such as industrial APP and enterprise core business system, strengthen the construction of industrial Internet security technical means, build a provincial industrial Internet security public service platform, focus on improving the ability of hidden danger investigation, attack discovery, emergency response and attack traceability, and support the construction of provincial industrial Internet security public service platform into key platforms.

  Select typical enterprises and large-scale industrial control systems in key industries, carry out pilot demonstration applications of industrial control security, and implement the main responsibility of network security of industrial Internet-related enterprises. Conduct evaluation and spot check on equipment security, control security, network security, platform security and data security of cloud services used by manufacturing enterprises, and establish a "white list" service mechanism for industrial Internet service providers. Strengthen information security guidance, risk assessment, supervision and inspection of key links in the integration of manufacturing industry and the Internet, such as industrial control systems, Internet of Things applications and key equipment, and accelerate the establishment of industrial information security work system and guarantee mechanism.

  For industrial safety pilot demonstration application projects, financial support of no more than 20% of the project investment and no more than 1 million yuan will be given.

  Nine, strengthen the construction of professional talents, strengthen the protection of talent elements.

  Set up an expert committee on industrial Internet strategy consultation, promote the establishment of industrial Internet alliance and enterprise chief information officer (CIO) alliance, and strengthen the construction of a leading talent team in the integration of manufacturing and Internet. Make full use of the existing policies on talent introduction, and encourage and support human resources service institutions to introduce high-level talents urgently needed by industrial internet and "manufacturing+internet".

  Arrange certain funds to organize special training courses on industrial internet and "manufacturing+internet" in the whole province, strengthen rotation training for government officials, park leaders and business leaders, and enhance the internet thinking and innovation consciousness of leading cadres and entrepreneurs. In ordinary universities, vocational colleges, technical schools, large enterprises and industrial parks, we will build a number of professional training bases that combine Industry-University-Research with industry, and strengthen the integration and development of professional talents and high-end talents.

  By holding experience exchange meetings, pilot demonstration and promotion meetings, product and service exhibition and promotion meetings, special forums and other forms, we will organize in-depth activities of "Manufacturing Plus Internet" to improve our experience and understanding of industrial Internet and the new concept, new application and new model of "Manufacturing Plus Internet".

  X. Increase financial support and give full play to the supporting role of relevant policies.

  Arrange funds from the special funds for manufacturing strong provinces in the province to support key technology research and development, platform construction, pilot demonstration and related basic work of industrial Internet, manufacturing and Internet integration. Finance at all levels should increase investment in the construction of industrial Internet platform and the integration of manufacturing and Internet.

  We will guide all kinds of social capital such as industrial development funds and investment funds to tilt to the field of industrial internet, and support qualified industrial internet enterprises to carry out financing in domestic and foreign capital markets. Support industrial Internet platform enterprises to accurately connect with financial institutions such as commercial banks, explore the construction of new financial service pilots based on industrial big data, and encourage financial institutions to give financial support to typical demonstration projects.

  Earnestly implement the national tax preferential policies such as R&D expenses plus deduction, high-tech enterprises, software industries and integrated circuit industries, and technology business incubators. The investment in software and information technology services in industrial Internet platform construction, manufacturing and Internet integration projects is regarded as the investment in fixed assets, and enjoys the reward and compensation policy of the provincial people’s government on technological transformation of manufacturing industry.

  If the relevant provisions of this policy and measures are duplicated with other policies, the enterprise may enjoy the policy according to the principle of "high priority", but it shall not declare for many times and enjoy the policy repeatedly.

  In order to jointly promote the development of industrial internet and the construction of a strong manufacturing province, a special working group on industrial internet was set up under the leading group for the construction of a strong manufacturing province to make overall plans for major work related to industrial internet and supervise and inspect the implementation of major tasks. The Provincial Department of Industry and Information Technology shall, jointly with the Provincial Department of Finance, formulate detailed rules for the implementation of this policy. All localities should attach great importance to the development of industrial Internet, deepen the integration and development of manufacturing industry and Internet, establish and improve the working mechanism according to the actual situation, formulate specific policies and measures, strengthen assessment and evaluation, and ensure that all tasks are implemented.

  "Computer network is the fifth combat field after land, sea, air and space. We must master the dominance of cyber warfare and win it.   On September 18th, the US Air Force set up a temporary cyber warfare command at barksdale Air Force Base, Louisiana, to prepare for the full-scale formal operation of the cyber warfare command in October 2009.   According to Grant, there are three main modes of cyber warfare in the United States. One is physical attack. The second is virtual attack, which is commonly called "hacker attack".   He believes that these competitors pose a much greater threat to the American network than terrorists. "Any country that you can think of has the potential to threaten the United States is a competitor, and they are all spying on our network."


  Grant’s speech stated the goal: the US military has divided the potential opponents of cyber warfare into three levels. The first level is ordinary hackers, who act alone and most of them have no political purpose. The second level is some entities that have certain strength but are not national rivals. The third level is some countries with cyber warfare resources and strength, including Russia, China, Britain and other European countries.
