Announcement of Open Recruitment of Staff in Provincial Institutions of Shaanxi Province in 2022
According to the Regulations on Personnel Management of Institutions, the Implementation Measures for Open Recruitment of Staff in Institutions in Shaanxi Province and related regulations, with approval, 1,064 staff members (including 53 central institutions in Shaanxi) will be openly recruited for provincial institutions in 2022. The relevant matters are hereby announced as follows:
First, the recruitment conditions
(1) Basic conditions for applying for a job
1.Have People’s Republic of China (PRC) nationality;
2.Abide by the Constitution and laws and have good conduct;
3.Aged over 18 and under 35 (born between March 16th, 1986 and March 15th, 2004);
4.Have the qualifications, majors or skills required for the recruitment position. Among them, the education background is a junior college or above recognized by the national education administrative department or a senior class or above in a technical college; The major is subject to the professional catalogue of graduate students, undergraduate students, higher vocational colleges (colleges) and technical colleges published by the national education administrative department. Graduation certificates, degree certificates and various certificates required for recruitment positions must be obtained before September 30, 2022;
5.Physical conditions that meet the requirements of the recruitment position;
6.Have other conditions required for the recruitment position. Among them, if there are requirements for work experience, the calculation time of work experience is as of July 31, 2022.
The specific conditions required for the recruitment position shall be subject to the requirements of the Post Table for Open Recruitment of Staff in Provincial Institutions in Shaanxi Province in 2022 (hereinafter referred to as the Post Table).
(two) the main situation does not meet the application.
1.Having received criminal punishment for committing a crime or having been dismissed; During the period of filing a case for review, or the disciplinary action of party discipline and political discipline has not been lifted;
2.Having been found to have serious violations of discipline such as fraud in the recruitment of civil servants and public recruitment of public institutions;
3.Active servicemen and non-2022 graduates, as well as non-2022 graduates enrolled with previous academic qualifications;
4.Personnel management of public institutions needs to be avoided;
5.The staff of public institutions and civil servants (including those who refer to the management unit of the Civil Service Law) have the service years and the service years are not full; Special post teachers and "three supports and one support" personnel are in the service period;
6.The person who is untrustworthy is executed;
7.Laws and regulations do not meet the requirements of this recruitment.
Second, the recruitment process
(1) Publish a recruitment announcement
This recruitment is announced on the portal of Shaanxi Provincial People’s Government (www.shaanxi.gov.cn), Shaanxi Party Construction Network (www.sx-dj.gov.cn), Shaanxi Provincial Department of Human Resources and Social Security Network (rst.shaanxi.gov.cn), Shaanxi Personnel Examination Network (www.sxrsks.cn), Shaanxi Public Recruitment Network (www.sxggzp.com) and Qin Yun Employment applet (just search for "Qin Yun Employment" on WeChat).
Candidates can check the Post Table in Appendix 1 of this announcement and choose the post to apply for. (2) Registration and qualification examination
Registration takes the form of online registration and online qualification examination. The registration website is Shaanxi Personnel Examination Network (www.sxrsks.cn)。
Registration time: 08:00 on March 16th, 2022 to 18: 00 on March 20th, 2022.
Candidates can only apply for one position. During the registration period, the registration information can be changed before the qualification examination fails, and the registration information after the qualification examination passes cannot be changed.
In order to facilitate the candidates to choose the positions, before 18: 00 on March 19, the registration system will display the number of applicants for each position in real time. After 18: 00 on March 19, the registration system will no longer display the number of confirmed applicants for each position.
Qualification examination time: 08:00 on March 16th, 2022 to 18:00 on March 21st, 2022.
The qualification examination shall be organized and implemented by the competent departments of provincial institutions.
On the premise of meeting other conditions such as specialty, graduates of preparatory technician (technician) class in technical colleges can apply for positions with undergraduate education requirements, and graduates of advanced engineering classes can apply for positions with junior college education requirements. Clinicians with bachelor’s degree who have passed residence and training are treated equally as master’s degree students in clinical medicine, stomatology and traditional Chinese medicine.
After registration (from 18: 00 on March 20th to 18: 00 on March 21st), candidates can check the audit status, but they cannot modify any registration information.
(3) Online payment and registration confirmation
The deadline for payment is 24:00 on March 21st. Candidates who have passed the qualification examination should log on to Shaanxi Personnel Examination Network for online payment confirmation within the specified time.
The written examination fee is charged according to the 50 yuan standard for each person and each subject. Failure to confirm the payment on time is regarded as voluntary abandonment of registration.
Applicants who have confirmed online payment should print the registration form in time and keep it properly in case of qualification review and other links to check the information.
After the family members of the minimum living guarantee pass the qualification examination, the online payment shall be confirmed first. From March 24th to March 25th, log on to Shaanxi Personnel Testing Network and submit the application for reducing or exempting the registration fee and relevant supporting materials (telephone number 029-89530805, 89538291, working day answering time 08:30-11:30, 13:30-17:00), and the fee will be refunded after being verified by Shaanxi Personnel Testing Center.
(D) the proportion of examination.
The proportion of this recruitment position is not less than 1:3. With the approval of the comprehensive personnel management department of provincial institutions, the proportion of examination can be relaxed to 1:2.
The number of recruitment plans will be reduced or written off if it fails to reach the prescribed proportion of examination, and it will be published on the portal of Shaanxi Provincial People’s Government on March 24th. For the candidates whose positions have been written off, the Shaanxi Provincial Personnel Testing Center will handle the refund procedures.
(5) Download and print the admission ticket online.
Applicants whose payment has been confirmed should download and print the admission ticket from Shaanxi Personnel Testing Network from 8: 00 on April 5 to 24: 00 on April 8.
The admission ticket is the certificate for candidates to participate in written examination, interview qualification review, interview, physical examination and other procedures. Please keep it properly.
(6) Examination
1.written examination
(1) written content. The written test includes two subjects: Vocational aptitude test and comprehensive application ability, with full marks of 150 in each subject.
(2) Written test time: Saturday morning, April 9, 2022.

(3) written test location. This written test set up a test area in Xi ‘an. See the admission ticket for the specific location arrangement. The written examination and epidemic prevention and control work shall be organized and implemented by Shaanxi Personnel Testing Center.
(4) Epidemic prevention and control. During the implementation of the recruitment organization, epidemic prevention measures will be implemented according to the relevant requirements of epidemic prevention and control in COVID-19, and relevant work arrangements will be adjusted when necessary. Please understand, support and cooperate with the candidates. Regarding the specific requirements of epidemic prevention and control, an announcement on epidemic prevention and control of public institutions will be published in Shaanxi Personnel Examination Network in due course according to the epidemic prevention and control trends of the country and our province. Please pay attention to the candidates.
(5) results query. The written test scores and minimum control scores are expected to be announced at the end of April. Applicants can log on to Shaanxi Personnel Examination Network or Qin Yun Employment applet (WeChat) to check their scores.
Candidates who violate discipline and discipline shall be dealt with in accordance with the Provisions on Handling Violations of Discipline and Discipline in Open Recruitment of Institutions.
Subjective questions of written test are marked by network and objective questions are marked by machine. If there are objections to three situations, namely, absence of test, violation of discipline and zero score, the applicant himself may submit an application for review to Shaanxi Personnel Testing Center within 3 working days from the day after the written test results are released. In other cases, the application for review will not be accepted. Shaanxi Personnel Testing Center accepts the application for reexamination of candidates according to the prescribed procedures.
(6) Self-employed retired soldiers get extra points. According to the "Measures for the Implementation of the Regulations on the Resettlement of Retired Soldiers in Shaanxi Province" (Decree No.163 of the provincial government), the self-employed retired soldiers in Shaanxi Province from 2011 to 2021 will be given extra points according to the relevant regulations. Extra points are included in the written test scores.
Extra points shall be awarded according to the procedures of individual application, organization review and publicity confirmation. All self-employed retired soldiers who sign up for this open recruitment examination and meet the scope and conditions of extra points should be awarded the honorary title and military war zone by the Central Military Commission from April 11 to April 12, 2022 (08: 30-11: 00 am and 14: 30-17: 00 pm). Individual bonus points of all kinds shall not exceed 20 points. The situation of candidates to be awarded extra points shall be publicized by the competent department of provincial institutions in the department or the designated website.
Those who fail to apply for extra points within the time limit shall be deemed to have given up extra points automatically.
(7) Determine and publish the list for entering the interview qualification review. According to the written test results, the comprehensive personnel management department of provincial institutions will determine the candidates who will enter the interview qualification review from high score to low score according to the ratio of 1:3 between the number of recruitment positions and the number of candidates. Those who tied for the last place will enter the interview qualification review together. For recruitment positions that do not reach the ratio of 1:3, all candidates who reach the minimum control score of written test scores are determined to enter the interview qualification review.
If the score of a single subject is zero or the written test score is below the minimum control score, you may not enter the interview qualification review.
The list of people who have entered the interview qualification review is published by the comprehensive personnel management department of provincial institutions in the portal of Shaanxi Provincial People’s Government.
2.Qualification review
The review of interview qualifications shall be organized and implemented by the competent departments of provincial institutions. The specific time, place and materials required for qualification review shall be published by the competent departments of provincial institutions in their own departments or designated websites. Candidates who fail to accept the qualification review at the specified time and place shall be deemed to have voluntarily given up the interview qualification.
Within the prescribed time limit, the vacancies caused by the abandonment or disqualification of the personnel who entered the qualification review and the cancellation of the interview qualification shall be filled by the qualification review unit in the post according to the written test score (not less than the minimum control score) from high to low. When the written test results are tied, the tied ones are also determined as qualification examiners. The replenishment is only made once.
Those who enter the qualification review are staff members of public institutions or civil servants (including those who refer to the civil service law management unit). At the time of qualification review, they must submit the consent opinions issued by the cadre management authority in line with the regulations on the administration of public institutions or civil servants. Candidates who do not agree to apply for the exam cannot pass the qualification review.
Applicants who apply for Shaanxi Police Vocational College affiliated to the Provincial Public Security Department must participate in physical fitness assessment after passing the qualification review. Those who fail the physical fitness assessment are not allowed to enter the interview. Give up the physical fitness assessment or fail to pass the physical fitness assessment, and make up the vacancy only once. Those who fail to participate in the physical fitness assessment within the specified time shall be deemed to have voluntarily given up the interview qualification.
3.interview
The interview shall be organized and implemented by the competent departments of provincial institutions or by the competent departments of provincial institutions in conjunction with institutions.
The time, place and relevant requirements of the interview shall be announced by the competent departments of provincial institutions in their own departments or designated websites. The interview score is 100. The interview results are informed to the candidates on the spot and signed by the candidates for confirmation.
The interview can be conducted by taking practical operation ability test for the positions that are recruited for technical college graduates and perform their duties and tasks with skill operation or skill guidance.
4.Calculate the total score of the examination, determine and publish the list of participants in the medical examination.
(1) the total score of the exam
The total test score without practical operation ability test = [written test score (professional aptitude test score+comprehensive application ability score+extra points for self-employed retired soldiers) ÷ 3] × 60%+interview score ×40%.
Total test score with practical operation ability test = [written test score (professional aptitude test score+comprehensive application ability score+extra points for self-employed retired soldiers) ÷ 3] ×50%+practical operation ability test × 50%.
The total score of the exam is calculated and generated at one time according to the formula, and two decimal places are reserved without rounding.
After the interview, the competent departments of provincial institutions shall timely publish the test scores and total test scores of the interviewers in their own departments or designated websites.
(2) to determine and publish the list of medical personnel.
The competent departments of provincial institutions shall, according to the total score of the examination, determine the medical examination personnel from high score to low score according to the ratio of 1:1 with the job recruitment plan.
If the total test scores are tied, the ranking order shall be determined according to the written test scores; if the written test scores are still tied, the ranking order shall be determined according to the professional aptitude test scores.
If the interview score is less than 60 points, you may not enter the medical examination.
The time and place of medical examination and the list of medical examination personnel shall be published by the competent departments of provincial institutions in their own departments or designated websites.
(7) Physical examination
Physical examination shall be organized and implemented by the competent departments of provincial institutions. The physical examination hospital must be arranged in a tertiary hospital. In addition to the special requirements of the industry, the physical examination standards shall be implemented with reference to the General Standards for Physical Examination of Civil Servants (Trial) and relevant regulations. Applicants who have objections to the medical examination results may apply for reexamination within 2 working days after learning the medical examination results, and the reexamination will only be conducted once. The conclusion of the medical examination shall be subject to the reexamination results. Applicants who fail to attend the medical examination at the specified time and place shall be deemed to have voluntarily given up. Those who fail the medical examination will be disqualified.
Applicants who apply for the Shaanxi Police Vocational College affiliated to the Provincial Public Security Department should not only refer to the General Standard for Civil Servant Employment Physical Examination (Trial), but also refer to the items, standards and relevant provisions of the People’s Police in the Special Standard for Civil Servant Employment Physical Examination (Trial). No reexamination is arranged for the physical examination items of the people’s police in the Special Standard for Physical Examination of Civil Servants (Trial).
Vacancies caused by applicants giving up or failing to pass the medical examination shall be filled once according to the total test scores from high to low among those who participated in the interview for the recruitment position and scored no less than 60 points. Those who pass the medical examination enter the inspection.
(8) Investigation
By the competent departments of provincial institutions in conjunction with the institutions responsible for organizing the inspection of qualified personnel. Focus on the ideological and political performance, moral quality, professionalism and business ability related to the recruitment position, and re-examine the qualifications of the candidates. Those who fail to pass the inspection will be disqualified.
The vacancy caused by the applicant’s abandonment or unqualified inspection shall be filled once according to the total test score from high to low among those who participated in the interview and scored no less than 60 points in the recruitment position. The replacement personnel shall have a physical examination first, and those who pass the physical examination shall be inspected again.
(9) Publicity
According to the results of examination, physical examination and investigation, the personnel to be hired are determined. The list of candidates shall be reviewed and summarized by the competent departments of provincial institutions, and publicized in the department or designated website. The publicity content includes the name of the institution, the recruitment position and the name of the person to be hired, the date of birth, education, major, etc. The publicity period is 5 working days. After the expiration of the publicity period, the proposed personnel will not be replenished.
(10) Employment
After the expiration of the publicity period, the competent departments of provincial institutions will report the recruitment results to the comprehensive personnel management department of provincial institutions to issue a notice of recruitment results, and issue the Approval Form for Open Recruitment of Staff in Institutions in Shaanxi Province and the Notice for Open Recruitment of Staff in Institutions in Shaanxi Province.
The newly hired personnel shall go through the relevant formalities such as personnel and household registration transfer with the recruitment notice, and no longer go through the formalities of dispatch and transfer. I am responsible for the disputes arising from personal reasons or other matters unrelated to employment of newly hired personnel.
The probation period system shall be implemented for newly hired personnel. The probation period shall be implemented in accordance with the Regulations on Personnel Management of Institutions and the Interim Measures for the Administration of Employment Contracts of Institutions in Shaanxi Province.
III. Relevant requirements
(1) Time limit requirements.After the written test results are announced, the qualification review, interview, physical examination, inspection and publicity should be completed within 40 days. Before mid-June 2022, the competent departments of provincial institutions will report the list of persons to be hired to the comprehensive personnel management department of provincial institutions.
(2) disciplinary requirements.In order to ensure the fairness and justice of this open recruitment, the comprehensive personnel management departments of provincial institutions, the competent departments of institutions and institutions, and all staff involved in open recruitment should strictly implement the open recruitment policies and procedures of institutions, standardize their operations, and consciously accept the supervision of the society and discipline inspection and supervision departments. Relevant information and materials submitted by candidates in online registration, written examination, qualification review, interview, physical examination and inspection shall be comprehensive, accurate and effective, and they shall make a commitment to the authenticity of the information and materials. Violations of discipline and discipline in open recruitment shall be dealt with according to the Provisions on Handling Violations of Discipline and Discipline in Open Recruitment of Public Institutions; If the case constitutes a crime, it shall be handed over to judicial organs for criminal responsibility.
Fourth, important tips
