Chen Hongbin, deputy to the National People’s Congress: Establishing a long-term guarantee mechanism for after-school delay service in primary and secondary schools

  During the two sessions of the National People’s Congress, Beijing Youth Daily reporter interviewed Chen Hongbin, deputy to the National People’s Congress and director of the Supervision Office of Yancheng No.1 Primary School.

  Classroom efficiency has been improved after "double reduction"

  Beiqing Daily: How many years have you worked in Yancheng No.1 Primary School?

  Chen Hongbin: I was assigned to work in Yancheng No.1 Primary School in 2001. Since 2009, I have served as the director of the comprehensive department of Yancheng Experimental Primary School, the director of the information center of Yancheng No.1 Primary School Education Group, and now I am the director of the supervision office of Yancheng No.1 Primary School.

  Beiqing Daily: It has been more than a year since the "double reduction" policy was introduced. What is the current academic status of primary school students?

  Chen Hongbin: It is definitely different from the situation before the "double reduction".

  First of all, the burden of off-campus training for students is basically gone. Take Yancheng, where I live, as an example. Through the strict control and governance of our education authorities, there are no cultural extracurricular tutoring institutions now. For children, it really lightens the burden. Secondly, the children’s homework burden is also reduced, and the classroom efficiency is higher.

  It is suggested that social professionals participate.

  Beiqing Daily: The "double reduction" policy has achieved the goal of reducing the burden and improving the quality. What are the difficulties at present?

  Chen Hongbin: After the "double reduction", the workload of teachers has increased, and they may spend up to 10 hours in school every day, which reduces the time for teachers to participate in scientific research, teaching and research activities. Why do teachers spend more time at school? Because of the after-school delay service.

  In order to better meet the diverse after-school service needs of students, the Ministry of Education has made special arrangements for further improving the after-school service of compulsory education for many times, and promoted the after-school service to be further detailed and practical.

  Our school is also trying to create such an environment. However, after all, there are still insufficient professional personnel, because there are so many teachers who teach music, physical education, beauty, science and technology. So this time I have a suggestion — — Establishing a long-term and effective guarantee mechanism for social professionals to participate in after-school delay service can enrich the content of students’ after-school delay service, and on the other hand, it can reduce the time burden brought by "double reduction" to teachers to some extent.

  Beiqing Daily: How did your school solve the above problems?

  Chen Hongbin: On the one hand, we seek some professionals to enter the campus to participate in after-school delayed service through resources from parents and society. However, this is often a feeling, and the liquidity is relatively large, which brings difficulties to the quality assurance of delayed service.

  Our school is also strengthening teaching and research activities, especially the teaching and research of homework. For example, we have developed some long-distance homework, and the content of homework is not only around grades, but also to increase children’s practical experience, such as adding small experiments in science and technology, which has expanded students’ practical ability.

  Delayed service after class needs financial support.

  Beiqing Daily: How do you think to establish a long-term and effective guarantee mechanism?

  Chen Hongbin: I think it is necessary to establish a financial guarantee mechanism. If the relevant social workers are allowed to participate in the after-school delayed service for a long time, they need financial resources as a guarantee. According to their workload, it is both recognition and respect for them to pay appropriate labor remuneration.

  In addition, the human security mechanism should also keep up. At present, most university teachers and professionals participate in the delayed service in their personal capacity, and the original unit has no corresponding support mechanism. In order to let them participate in the after-school delay service in primary and secondary schools for a long time, it is necessary for these units, preferably the higher authorities, to introduce relevant systems, recognize and support their work, and include them in the assessment category, so as to establish a long-term guarantee mechanism.
