Three sectors: the total amount of housing provident fund deposit has exceeded 12 trillion yuan.

  CCTV News:Recently, the Ministry of Housing and Urban-Rural Development, the Ministry of Finance and the People’s Bank of China jointly issued the 2017 Annual Report of the National Housing Provident Fund. The "Report" shows that the coverage of the housing provident fund system has been further expanded, and the amount of deposits has continued to increase.

  The per capita contribution of the national housing provident fund is 13,600 yuan.

  In 2017, there were 2,623,300 paid-in units of housing provident fund and 137,372,200 paid-in employees, and the number of paid-in units and paid-in employees of housing provident fund kept increasing year after year. In 2017, the deposit of housing provident fund was 1,872.674 billion yuan, an increase of 13.06% over the previous year, and the annual deposit of housing provident fund maintained a double-digit growth rate for five consecutive years. By the end of 2017, the total amount of housing provident fund deposit was 12,484.512 billion yuan, with a balance of 5,162.074 billion yuan. The per capita contribution of the national housing provident fund was 13,600 yuan, a year-on-year increase of 7.53%.

  The proportion of depositors in the non-public economy is close to half, and 6900 Hong Kong, Macao and Taiwan compatriots are included in the housing provident fund system.

  The Report shows that the main body of housing provident fund deposit is diversified and the deposit structure tends to be balanced. Among the employees who paid in the national housing provident fund, employees of urban private enterprises and other urban enterprises, foreign-invested enterprises, private non-enterprise units and other types of units accounted for 45.31%, an increase of 2.45 percentage points over the previous year, and the proportion of employees who paid in the non-public economy was close to half. Among the newly opened employees, employees from urban private enterprises and other urban enterprises, foreign-invested enterprises, private non-enterprise units and other types of units accounted for 71.37%, an increase of 2.26 percentage points over the previous year. Non-public economic depositors have become the main force of new deposits. Among the newly opened employees, there are 9,662,800 new citizens such as rural migrants and newly graduated college students, accounting for 52.85% of the newly opened employees. After the implementation of the housing provident fund treatment for Hong Kong, Macao and Taiwan compatriots employed in the Mainland at the end of November 2017, by the end of 2017, 6900 Hong Kong, Macao and Taiwan compatriots had been included in the housing provident fund system.

  Housing accumulation fund strongly supports the basic housing consumption of employees.

  According to the Report, in 2017, the withdrawal of housing provident fund was 1,272.98 billion yuan, of which 1,011.895 billion yuan was drawn from housing consumption, accounting for 79.49% of the withdrawal in that year; Housing lease withdrawal was 44.476 billion yuan, up 22.21% year-on-year, and the number of housing lease withdrawals was 4,955,200, with a per capita withdrawal amount of 9,000 yuan.

  In 2017, 2,547,600 individual housing loans with housing accumulation fund were issued, amounting to 953.485 billion yuan. By the end of 2017, 30,825,700 individual housing loans were issued, amounting to 7,560.283 billion yuan, with a balance of 4,504.978 billion yuan and a personal housing loan ratio of 87.27%.

  Among the individual housing loans issued in 2017, low-and middle-income groups accounted for 96.05%, the first housing loan accounted for 86.24%, and ordinary housing below 144 square meters accounted for 89.20%. Housing provident fund loans mainly supported low-and middle-income workers to purchase the first ordinary housing.

  The service level of housing provident fund has been continuously improved.

  According to the Report, at the end of 2017, among the 342 cities with districts in China, 295 cities opened the housing provident fund portal, 313 cities used the 12329 housing provident fund service hotline, 161 cities built online business halls, 233 cities set up self-service terminals, 241 cities opened official WeChat, 128 cities launched mobile phone clients, and 105 cities built the above eight services. In July 2017, the national housing provident fund transfer and connection platform was completed and opened, realizing that "accounts go with people and money goes with accounts". By the end of 2017, a total of 190,000 housing provident fund transfer and connection businesses and 5.41 billion yuan had been completed through the transfer and connection platform.

  Risk prevention and control of housing provident fund is safe and effective.

  According to the Report, at the end of 2017, the loans overdue amount of individual housing of housing provident fund was 1.058 billion yuan, and the overdue rate was 0.02%, which remained at a low level. By the end of 2017, the balance of personal housing loan risk reserve was 169.118 billion yuan, accounting for 3.75% of the balance of personal housing loans, reaching 15.985 times of overdue loans, which can fully cover the risk of personal housing loans.
